Classified information: what is known about the contract to protect the Kremenchug Hydroelectric Power Plant

On February 19, PJSC Ukrhydroenergo signed a contract worth UAH 997.86 million with LLC BK Adamant for the construction of a protective structure for a transformer at the Kremenchug HPP branch. The purchase was made without open bidding. This was reported by Prozorro , according to "Komersant Ukrainian".

The details of the agreement, including the estimate and prices of materials, have not been disclosed.

Why no tender

The customer took advantage of a government decree that allows information about purchases related to the protection of critical infrastructure facilities to remain undisclosed for up to 90 days after the end of martial law.

The agreement provides for the completion of work by June 2028.

Bogdan Sukhetsky is the acting CEO of the company.

Who is the contractor

LLC “BK “Adamant” was registered in 2010. According to YouControl, its co-owners are Roman Topazly from Uzhhorod and Yuriy Mrut from Odesa. Previously, Petro Levchenko from Kyiv was among the founders.

The company was previously part of the Ukrbud corporation, whose activities were linked to the scandalous businessman and former MP Maksym Mykytas.

Journalists also linked Adamant with Eco-Bud-Trade LLC, which shows signs of being controlled by fugitive businessman Denys Komarnytskyi.

In addition, Topazly and Levchenko are the ultimate beneficiaries of the Adamant and Kintegro and Adamant and Ramzi consortiums.

Protecting energy infrastructure during wartime

After massive attacks on its energy infrastructure, Ukraine is strengthening the physical protection of key generation facilities. Hydroelectric power plants are among the most critical elements of the system, as they ensure the balance of the power grid.

At the same time, large contracts without competition and with hidden estimates traditionally raise questions about the transparency of expenditures.

Parallel expenses

At the end of 2025, Ukrhydroenergo also ordered liability insurance for its management — the CEO, chairman, and members of the supervisory board — for UAH 2.38 million from PJSC SK Kolonney Ukraine.
