SBI conducts searches at ex-Minister Kubrakov’s place in case of MP Shevchenko

The State Bureau of Investigation has conducted investigative actions against former Infrastructure Minister Oleksandr Kubrakov. The case is related to the possible fraud of MP Yevhen Shevchenko, who is suspected of extorting UAH 14.5 million from entrepreneurs under the pretext of purchasing fertilizers from Belarus.

According to Ukrayinska Pravda’s sources in law enforcement, investigators are checking whether the then-minister was involved in the scheme or contributed to its implementation, [ komersant] reports.

Also, according to journalists, Kubrakov could have been a whistleblower in the case of former Deputy Prime Minister Oleksiy Chernyshev.

Kubrakov’s reaction

In a post on Facebook, Kubrakov denied any involvement in the case:

“I have nothing to do with Yevhen Shevchenko, Belarus, fertilizer purchases or any fraud. After February 2022, I knew about Shevchenko’s life only from the press.”

He assured that he was ready to cooperate with law enforcement and was not hiding anything. According to Kubrakov, the last time he had contact with Shevchenko was before the full-scale invasion, in the framework of official interaction as a minister and MP.

Yevhen Shevchenko is a former MP from the Servant of the People party, who later joined the pro-Russian wing of the OPFL, Restoration of Ukraine. In 2021, he visited Minsk and met with Lukashenko, calling himself an intelligence agent. In 2024, he was notified of suspicion of high treason, and later – another one.

Shevchenko is in custody. According to the investigation, he systematically spread Russian narratives and worked in favor of Russia even after the start of full-scale aggression.

Oleksandr Kubrakov served as Minister of Infrastructure from 2021 and later headed the united Ministry of Community Development, Territories and Infrastructure. In May 2024, he was fired, the ministry was divided, and he did not receive any of the positions. Since January 2025, he has been an advisor to the Minister of Defense on logistics issues.
