The State Bureau of Investigation is investigating possible abuses by its own employees in the Midas case: contacts with figures involved and probable corruption

The State Bureau of Investigations is conducting a pre-trial investigation into possible illegal actions by its own employees in connection with contacts with individuals involved in the corruption case at Energoatom. At the same time, no one has been named as a suspect at this time. This is stated in the SBI’s written response to an information request from the publication "Komersant Ukrainian".
According to the Bureau, “The State Bureau of Investigations is conducting a pre-trial investigation in criminal proceedings No. 62025000000001118 dated 14.11.2025 on the grounds of criminal offenses under Part 3 of Article 365 and Part 3 of Article 368 of the Criminal Code of Ukraine.”.
The proceedings concern “possible abuse of power or official authority by SBI employees and the fact of possible receipt of unlawful benefits by SBI employees.”
The SBI clarified that the investigation is ongoing:
“As of today, the pre-trial investigation … is ongoing, and no one has been notified of any suspicion.”
The agency also emphasized that, in accordance with the Criminal Procedure Code, measures are being taken “to ensure a prompt, thorough, and impartial investigation.”
No other details of the proceedings are currently being disclosed by the Bureau.
What preceded
At one of the meetings of the Verkhovna Rada Temporary Investigation Commission on the Midas case, the State Bureau of Investigations confirmed, as part of its internal investigation, that individuals involved in the case of large-scale corruption at Energoatom had visited the SBI’s central office in Kyiv and communicated with SBI employees.
The reasons for these visits and the names of the visitors and Bureau representatives who communicated with them have not been disclosed by the Bureau.
At the same time, the SBI previously claimed that communication between Bureau employees and those involved in the Midas case was “exclusively work-related” and concerned other criminal proceedings. The Bureau did not specify (in response to a request from the editorial office) which case it was referring to.
According to MP Anastasia Radina, the word “station” appears on the NABU tapes as a reference to the SBI, and “Lesha” is likely to be SBI Director Oleksiy Sukhachov. A representative of the SBI stated at the TSK meeting that Sukhachov had not been questioned because they were awaiting the results of an investigation into the names mentioned in the conversations.
In response to a request from the editorial office, the DBR left unanswered questions about the results of such an examination and whether DBR Director Oleksiy Sukhachov had been questioned after all.
The Midas case
On November 10, the NABU announced a special operation called “Midas” to expose corruption in the energy sector.
The investigation claims that members of the criminal organization had developed a large-scale scheme to influence strategic state-owned enterprises, in particular Energoatom.
Against the backdrop of this high-profile corruption scandal, former Energy Minister Svitlana Grynychuk and former Justice Minister Herman Halushchenko lost their ministerial posts. In addition, Andriy Yermak was dismissed from his position as head of the Presidential Administration.
The scandal was accompanied by the publication of the so-called “Mindy films,” which contain recordings of conversations between the figures involved in the proceedings, mentioning various high-ranking officials.
The entrepreneur Timur Mindich himself left Ukraine without hindrance on the eve of the planned investigative measures by NABU and SAP. Representatives of the anti-corruption authorities later admitted that they did not “accompany” the person involved and did not submit the relevant requests for his detention at the border to the State Border Service.
The Midas proceedings and the activities of various law enforcement agencies in the context of the case are currently the subject of investigation by two parliamentary temporary investigative commissions.
