Where is the cheapest housing in Ukraine: real estate market analysis for 2025

The OLX Real Estate platform has analyzed prices for apartments on the secondary market in the regional centers of Ukraine. The focus is on one-, two-, and three-bedroom apartments. The data cover May 2025 and are compared with the same period in 2024, "Komersant Ukrainian" reports

One-room apartments

The cheapest housing is in frontline cities:

  • Kherson – UAH 600 thousand
  • Zaporizhzhia – UAH 672 thousand
  • Sumy – UAH 723 thousand
  • Mykolaiv – 748 thousand UAH
  • Kharkiv – UAH 872 thousand (20% by 2024)
  • Next are Kropyvnytskyi (UAH 999 thousand) and Dnipro (UAH 1.1 million).

In Chernihiv, Poltava, and Khmelnytskyi, the amount is in the range of UAH 1.2-1.3 million. The largest growth among these cities is in Khmelnytskyi (10%)

One-bedroom apartments

Prices in the frontline regions also remain the lowest:

  • Kherson – UAH 933 thousand
  • Zaporizhzhia – UAH 952 thousand
  • Sumy – UAH 1 million
  • Mykolaiv – UAH 1.1 million
  • Kharkiv – UAH 1.4 million (26% by 2024)

Other available options:

  • Dnipro – UAH 1.5 million
  • Kropyvnytskyi – UAH 1.6 million
  • Chernihiv – UAH 1.7 million
  • Poltava – UAH 1.7 million
  • Khmelnytskyi – UAH 1.8 million

The growth in these cities is by 8-9%.

Three-room apartments

The lowest prices are in Eastern and Southern Ukraine:

  • Kherson – UAH 1.1 million
  • Zaporizhzhia – UAH 1.3 million
  • Sumy – UAH 1.4 million
  • Mykolaiv – UAH 1.5 million
  • Kharkiv – UAH 1.8 million (18%)

Somewhat more expensive in:

  • Dnipro and Kropyvnytskyi – ≈ UAH 2 million
  • Khmelnytskyi – UAH 2.1 million
  • Poltava – UAH 2.2 million
  • Chernihiv – UAH 2.3 million (22%)

The most affordable housing is in cities located closer to the frontline.

Kharkiv shows the most significant price growth in all categories.

Chernihiv, Poltava, Khmelnytskyi, Dnipro, and Kropyvnytskyi are alternative options with affordable prices and relative safety.
