Where in Ukraine is the most comfortable place to live in 2025: rating published

The Ukrainian capital ranked third in terms of quality of life among the country’s major cities in 2025, according to the international online database Numbeo. Despite its role as an administrative, economic, and cultural center, Kyiv lost out to Lviv and Kharkiv, which topped the ranking, "Komersant Ukrainian" reports.

The quality of life index in the ranking is based on several key indicators, including

  • crime rate and general safety of residents;
  • environmental situation, including air quality and noise level;
  • accessibility and quality of medical services;
  • price levels for basic goods and services;
  • transportation infrastructure (including the convenience of public transportation);
  • housing conditions and the purchasing power index.

According to the results of the analysis, Kyiv received a quality of life index of 114.2, which, although high, was lower than the scores of Lviv and Kharkiv.

Lviv has traditionally demonstrated good positions due to its relatively safe environment, developed infrastructure, affordable healthcare, and comfortable urban environment. The city is gradually acquiring signs of European urbanism, making it highly attractive not only for tourists but also for internal migration.

Kharkiv, despite its proximity to the war zone, was highly praised for the availability of housing, the quality of public services, and the active restoration of urban space, which is supported by donors and local authorities.

The last place in the ranking was taken by Dnipro, which lost ground due to high levels of pollution, unstable transportation and road infrastructure. It is followed by Odesa, where the quality of life index has also declined due to rising prices, deteriorating security and degraded public services.

Although Kyiv is a leader in terms of economic and social indicators, its lagging behind in terms of quality of everyday life is becoming increasingly apparent. Traffic congestion, rising costs of living, environmental problems, and the tense security situation at war have a significant impact on the overall score.

Experts note that the urban focus of future reforms should shift to creating real comfort for residents, not just investment and infrastructure indicators. With strategic planning, Kyiv may well regain the top position in the national quality of life ranking in the coming years.
