Dismantling of Bolshevik for UAH 120 million: the newly created consortium is preparing a site for the completion of the Shuliavskyi Bridge

The Kyiv Directorate for the Construction of Road Transport Facilities has signed a UAH 121.12 million agreement with the Prombud Technology consortium to dismantle the Bolshevik plant building.
This includes workshop No. 5, as well as related buildings: chimneys, a warehouse, workshops, and a basement. This was reported by Nashi Hroshi, "Komersant Ukrainian".

The work is to be completed within five months after the site is handed over.

Why old buildings are being demolished

The demolition of the old production facilities is a condition for completing the reconstruction of the Shuliavskyi overpass, a key traffic interchange at the intersection of Peremohy Avenue and Hetman Street.


This project has long been considered problematic due to delays and cost increases, and the dismantling of the plant is one of the last steps before the final stage of construction.

How the tender was held

  • The expected cost of the work in 2024 was UAH 126.33 million.
  • There were five bidders who offered from UAH 80.56 million to UAH 126.07 million.
  • In June, the winner was selected in a consortium called Prombud Technology, which was formed just two weeks before the tender was announced. The contract was signed in October.

Who is behind the consortium

“Probud Technology” unites two companies:

  • D-Group Construction LLC (formerly registered in Kyiv, now registered in Dnipro, with a Seychelles offshore company and a Panamanian citizen among its former owners),
  • Aurum Construction Company LLC.

“D-Group Construction has previously performed small contracts, in particular for Boyarka-Vodokanal, but the company’s website also lists work on large-scale projects, such as the Podilskyi Bridge in Kyiv.

In 2023, the directorate already held a tender for the demolition of the workshop. The winner was Mostytskyi 2 LLC with a price of UAH 91 million, but the contract was terminated due to comments from the State Audit Service.

The current price was a quarter higher.

Why there are so many scandals around Bolshevik

  • In 2022, the State Bureau of Investigation served a notice of suspicion to appraisers who allegedly undervalued the shares of the Bolshevik plant by more than UAH 1 billion during privatization.
  • The plant itself has a favorable location in Kyiv, so the issue of its further use has long been of great interest to business and politics.
  • A similar story happened with the Kyiv Automobile Repair Plant: it was initially sold for UAH 123 million, but later the new price reached UAH 310 million.

The dismantling of the plant is scheduled to be completed in six months. After that, the city promises to move on to the final phase of reconstruction of the Shuliavskyi overpass, which has been the subject of criticism for years due to its long construction and suspicions of inflated estimates.

Shuliavskyi overpass is one of the most important transportation arteries in the capital.
Its reconstruction began in 2019 after an accidental collapse of a part of the bridge. Since then, the project has been repeatedly delayed and costlier, and the deterioration of the Bolshevik industrial buildings has become a key stumbling block.
