MPs are not going to return the right to deferment to contract graduate students

MPs are planning to extend the ban on full-time education for contracted postgraduate students until 2025. As a result, they will no longer be able to obtain a deferment from military service on the grounds of postgraduate studies. This was stated in an interview withUkrainian News by the chairman of the parliamentary committee on education, science and innovation, Serhiy Babak, reports "Komersant Ukrainian"

“…postgraduate studies have been used for the last two and a half years to evade mobilization, not to really train young scientists. Under the slogan that “we need to attract young people to science,” more than 90,000 people registered for the postgraduate exam. Despite the fact that every year we graduated only a few thousand. The thirst for knowledge has suddenly made everyone bite the granite of science,”

– said the MP.

The lawmakers are not satisfied with this situation, so they plan to extend the ban on full-time education for contract graduate students. Even without much analysis. This is how the deputy answered the question whether restrictions on full-time enrollment will be extended.

“I think so. In fact, we have not yet approached a deep analysis of this issue, only a superficial one, but we have agreed with the Ministry to analyze it at one of the committee’s meetings by the end of the year. I feel that we will continue this practice,”

Postgraduate students and deferment

In June 2024, the Minister of Education and Science of Ukraine Oksen Lisovyi issued a special orderdepriving full-time graduate students of the right to study on a contract basis. Thus, the relevant ministry has amended the Procedure for Admission to Bachelor’s, Master’s, Doctor of Philosophy/Doctor of Arts Degrees in 2024.

They were introduced by a special order of the Ministry of Education, adopted on the basis of special powers granted by the Law “On Education” for the period of martial law.

The main innovations include the following

  • the number of state-funded places in postgraduate programs was increased from 2,000 to 7,000;
  • but only part-time or evening programs that do not give the right to deferment can be enrolled on a contract basis.
