“The state in your smartphone”: how Diya is expanding digital services

The Ministry of Digital Transformation of Ukraine has announced a major update to the service for verifying (validating) qualified electronic signatures (QES) on the id.gov.ua portal, according to "Komersant Ukrainian".

From now on, after verifying the signature, the system generates an electronic report with the KNEDP “Dія” seal, which has full legal force. According to the ministry, it is no longer necessary to print out verification reports, take screenshots, or confirm the authenticity of signatures with paper seals.

Recognition of Ukrainian and European signatures

The updated service automatically recognizes both Ukrainian electronic signatures and those of European Union countries.

This means that Ukrainian entrepreneurs and lawyers can check documents from European partners as quickly as they can check domestic documents. The Ministry of Digital Transformation calls this a step towards harmonization with current EU standards.

Electronic report as evidence

After uploading the document, the user instantly receives the verification result and can download an official electronic report.

The ministry emphasizes that this document has “ironclad legal force” — it can be added to company files or provided as evidence to government agencies or courts.

The service works without registration — just upload the signed file to the portal page.

Transition period for developers

For companies and government agencies that have already integrated the previous version of the service, it has been temporarily left available.

However, the Ministry of Digital Transformation recommends switching to the new version by June 1, 2026. After this date, the old version will no longer be supported.

The service update is part of the strategy to digitize government services, which the Ministry of Digital Transformation is implementing together with the Diya app.

According to surveys, most Ukrainians already prefer online services to offline ones, and every second person uses Diya.
