The state has allocated another UAH 9.4 billion for eHouse: what does this change for Ukrainians?

Already 15,000 Ukrainians have been able to buy their own homes thanks to the state program of affordable mortgage lending “eOselya“, which has issued loans worth more than UAH 23.5 billion. Olena Shulyak, chairwoman of the Servant of the People party and MP, said this during an online dialogue with regional journalists, according to "Komersant Ukrainian".

“For 2025, the state has already provided UAH 9.4 billion to continue the work of the eOselya program. Recently, its functionality has been expanded, and the down payment for young people under the age of 26 has been reduced to 10% of the cost of housing, instead of 20%, as it was before,”

– noted Olena Shulyak.

The first loan under the new terms was issued in Chernihiv, where a young borrower purchased a home with a down payment of 10%.

“This is another step towards the implementation of President Volodymyr Zelenskyy ‘s initiative to support young people to encourage them to buy housing, stay in work and develop in Ukraine,”

– emphasized Shulyak.

Expanding opportunities for IDPs

Thanks to changes in the program, internally displaced persons (IDPs) can now buy a mortgage for housing up to 10 years old, while previously the requirement was limited to 3 years. According to Olena Shulyak, this will allow them to purchase affordable properties on the secondary market in cities and towns where no new construction is underway.

“This is an important but not the final step. We continue to work on reducing the down payment from 20% to 15% and lowering the mortgage rate from 7% to 3% for all categories of citizens,”

– added Olena Shulyak.

Combining “eHousing” and “eRestoration”

Ukrainians whose housing was destroyed as a result of the war can combine the eRestoration housing certificate with the eHouse program. This allows them to partially compensate for the cost of a new home with state aid and cover the remaining amount with a mortgage loan.

“For example, if a person has received a certificate for UAH 2 million, but the housing costs UAH 3 million, they can use the certificate and take out a loan under the eHouse program to cover the difference. As of today, 90 thousand Ukrainian families have already been able to repair or rebuild their homes thanks to eRestoration,

– Shulyak said.

How to apply for eHouse

To apply for a soft loan, you need to use the Diia app:

  1. Go to the “Services” section .
  2. Select the eOselya program .
  3. Fill out the application and choose a bank.
  4. Sign the document using Diia.Signature.

Let me remind you that the mortgage rate under the eHouse program is 3% for privileged categories. Special mortgage conditions can be expected for

  • medical workers of state and municipal institutions;
  • teachers and researchers of educational and scientific institutions;
  • contract servicemen, combatants and their families
  • employees of the NABU, SBI, BES and their families;
  • citizens who do not participate in other state housing programs;
  • persons with proven solvency not included in the sanctions lists.

According to the government’s decision, preferential conditions are maintained for military personnel who have received a disability of group I-II due to combat injuries and have been dismissed from their positions.

The standard interest rate for all citizens is 7%.

The eHouse program continues to provide Ukrainians with the opportunity to get affordable housing on favorable terms, contributing to the country’s recovery and development.
