The government has increased grants for businesses: how to apply through Diya

On February 4, 2026, Ukraine officially began accepting applications for participation in the updated state programs to support entrepreneurship, “Own Business” and “Grants for Veterans.” The programs will operate on a regular, long-term basis and are aimed at developing business, creating jobs, and strengthening the economic capacity of communities. The launch was announced by the Ministry of Economy of Ukraine and the State Employment Service, according to "Komersant Ukrainian".
What has changed in 2026
The launch of the updated programs became possible after the entry into force of Resolution No. 1401 of the Cabinet of Ministers of Ukraine dated October 29, 2025, which revised the rules for providing microgrants and grants to veterans and their families.
The updates provide for:
- an increase in funding amounts;
- expansion of the circle of recipients;
- additional opportunities for frontline regions;
- new conditions for young people and families of deceased defenders.
The “Own Business” program: new microgrant amounts
In 2026, the basic amounts of microgrants under the Own Business program were increased:
- up to UAH 100,000 — without creating jobs;
- up to UAH 200,000 — provided that one job is created;
- up to UAH 350,000 — provided that two jobs are created.
Separate conditions are provided for businesses in frontline regions.
Increased grants for frontline territories
For entrepreneurs who work or plan to do business in frontline communities, the state offers increased microgrant limits:
- up to UAH 300,000 — for the creation of one job;
- up to UAH 500,000 for the creation of two or more jobs.
In this way, the government is stimulating economic activity in the regions most affected by the war.
Grants for young people aged 18–25
The updated rules have also expanded opportunities for young entrepreneurs.
People aged 18 to 25 can receive a grant of up to UAH 200,000 to start their own business without significant start-up barriers.
“Grants for Veterans”: what’s new
In 2026, the “Grants for Veterans” program will continue to focus on supporting:
- war veterans;
- combatants;
- persons with disabilities as a result of war;
- their family members.
A new feature is the introduction of grants of up to UAH 1 million for family members of deceased or missing defenders of Ukraine, provided that jobs are created.
Additional opportunities for business
The updated rules also provide for:
- the possibility of receiving an additional grant for entrepreneurs who have successfully implemented a previous project;
- expansion of the list of authorized banks.

How to apply
Applications for both programs are submitted exclusively online through the Diya portal.
After submitting a business plan, the application is evaluated, and a decision on funding is made within the time frame set by the programs.

- fill out the application;
- attach your business plan;
- add your electronic signature;
