The state will increase payments to families with children: who will receive how much

The new government decided to keep up with the previous one and set about creating conditions for increasing the birth rate and combining parenthood with professional activity. To be more precise, draft law No. 13532 was submitted to the Verkhovna Rada again with the new name of the Prime Minister. What changes await Ukrainians, found out [Kommersant].

The draft law provides for reforming the system of support for families before and after the birth of a child and proposes to provide:

Prenatal support for pregnant women (in a much larger amount for uninsured women than at present. According to the calculations, the Ministry of Social Policy has submitted proposals to the budget declaration to set the assistance at UAH 7 thousand per child per month). Earlier, the government approved a bill that would increase the one-time payment to women after childbirth to UAH 50,000.

One of the child’s parents (guardian, grandparent or other relative who actually cares for the child) will receive childcare allowance for up to 1 year in the amount to be determined by the Cabinet of Ministers after the draft law is adopted (according to the calculations of the Ministry of Social Policy, UAH 7 thousand per child per month). There is also a childcare allowance for one of the parents or guardians if both go to work after the child reaches the age of one. The amount of such assistance will also be determined by the Cabinet of Ministers after the adoption of the draft law.

Support for families raising a child with a disability. In particular, in addition to publicly available benefits and services, they will receive

  • provision of early intervention services;
  • childcare assistance under the “eNursery” program in an increased amount(up to UAH 16 thousand)
  • social service for the comprehensive development and care of children with disabilities;
  • services of a child’s assistant or social support service during inclusive education;
  • rehabilitation measures, etc.

According to the overall package developed by the government, the total amount of support per family – from birth to the age of 18 – will be at least UAH 1.08 million at current prices. These funds will be used for prenatal and postnatal support, preschool support, support at school, and support for students of vocational education and colleges, the Cabinet of Ministers said.


Single mothers will receive higher payments

In fact, according to sociologist Olha Veres, the increase in benefits, access to childcare programs (eNursery), continued payment of unified social tax, and additional childcare and development services will make it easier for single mothers to combine motherhood with the opportunity to work and realize their professional potential.

Raising the monthly allowance for uninsured persons, including single mothers, to UAH 7,000 is a big step forward. Currently, the amount of such assistance is only 25% of the subsistence level, i.e. UAH 757 per month. What can a woman afford with this money if she hasn’t worked, was a student, or has no maternity benefits? Or if she is a single mother? Finally, this problem has been addressed, although it should have been done long ago. After all, it was single mothers who most often found themselves in the most difficult circumstances and were deprived of proper state support,” the sociologist noted in a commentary for "Komersant Ukrainian".

According to the Ministry of Social Policy, in 2024, the number of women who gave birth out of wedlock accounted for 44% of all mothers who gave birth to children. The current social support system, unfortunately, provides little or no assistance to such women and their children during the period of parental leave.

not all first-graders will receive the “schoolchildren’s package”

It is worth noting that the law will introduce a new item – financial support for parents whose children go to the first grade – the “Schoolchild Package”. As part of this program, parents of children enrolled in the first grade in the new school year will be able to receive a one-time financial assistance of UAH 5,000.

According to the Resolution of the Cabinet of Ministers No. 809 dated July 07, 2025 “Some issues of providing one-time financial assistance to first-grade students “Schoolchild’s Package”, starting from July 15, 2025, the Pension Fund of Ukraine will receive lists of first-grade students and their parents/legal representatives from the Ministry of Education and Science of Ukraine. After verification of the data, parents/representatives will be informed through the Diia mobile application about the possibility of receiving assistance.

However, for this purpose, an application must be submitted through the Diia mobile application by November 15, 2025. In the absence of technical capabilities, the application can be submitted in paper form to the service center of the territorial body of the Pension Fund of Ukraine by November 15 and a special account can be opened. Citizens who have previously received payments under government programs (ePidderzhka, national cashback “Made in Ukraine”, “Winter Support”, “Baby Package”, etc.) do not need to open a new special account.

The funds have a specific purpose: they can be spent only on children’s goods: clothes, shoes, stationery, etc. The items can be purchased only in stores participating in the program. The funds must be used within 180 calendar days from the date of transfer to the special account.

It is important to know that assistance is not provided if the child has not started school, has been left for a second year, lives abroad or in the temporarily occupied territory, or attends school online. The purchase of goods is provided only for students who will physically attend school. In case the family returns to Ukraine, the right to assistance is preserved.

By the way, the state program “Schoolchildren’s Package” has already been launched in Kharkiv region. In the new school year, 11,500 first-graders are expected to start school in the region. Of these, 7,240 students will study remotely, and another 4,341 will study in a mixed form, said Vita Kovalska, deputy head of the Kharkiv Regional Military Administration.

However, fraudsters have already begun to use the state support schemes. a 40-year-old resident of Kolomyia district came across a link on Facebook called “Schoolchild’s Package” that turned out to be a fraudulent trap. To sign up for the so-called “service,” the woman had to enter her bank card details, which she did. Within minutes, 20,000 hryvnias were debited from her account. The police urge parents and guardians to be careful: payments are made only through government services that do not require personal banking data.
