The StateGeoCadastre has a new head: the government appointed Dmytro Makarenko

The Cabinet of Ministers has appointed Dmytro Makarenko as the head of the State Geocadastre. This was announced on September 15 by the government’s representative in the Verkhovna Rada, Taras Melnychuk, [Komersant] reports.

On the same day, the government dismissed Makarenko from the post of deputy head of the agency, which he had held since 2022. Since August 2023, he has been acting head of the State Geocadastre.

Career path

  • 2011-2014 – worked at the State Aviation Service.
  • 2014 – became a leading specialist at the State Land Agency in Kyiv region.
  • 2014-2020 – promoted from chief specialist to director of the Department of International Cooperation and Land Market of the StateGeoCadastre.
  • 2020-2022 – Senior Researcher at the Research Institute of Geodesy and Cartography.
  • 2022 – appointed Deputy Head of the StateGeoCadastre, and since August 2023 – acting Head of the Service.

Why it is important

The position of the head of the StateGeoCadastre has been vacant since December 2020, after the previous head, Roman Leshchenko, became the Minister of Agrarian Policy. Since then, the agency has been working without a permanent head for several years.

The StateGeoCadastre is responsible for implementing state policy in the field of land relations, maintaining the land cadastre, topographic and geodetic activities, and managing state-owned land.

Land issues have traditionally been one of the most controversial in Ukraine. The transparency of the StateGeoCadastre’s work affects not only public confidence in the land reform but also the investment attractiveness of the agricultural sector. The appointment of a permanent head may indicate the government’s attempts to strengthen the management vertical in this area.
