The State Statistics Service has updated the Classifier of economic activities: the European classification is being introduced in Ukraine

The State Statistics Service, by its Order No. 191 dated 28.10.2025, approved the Classification of Economic Activities (NACE 2.1-UA), which will be put into effect on January 1, 2027, to replace the National Classifier DK 009:2010 “Classification of Economic Activities”, "Komersant Ukrainian" reports.

NACE 2.1-UA implements in Ukraine the Classification of Economic Activities of the European Union (Statistical classification of economic activities NACE, Revision 2.1) established by Commission Delegated Regulation (EU) 2023/137 of October 10, 2022. The use of NACE is mandatory within the European Economic Area for all statistics presented by type of economic activity.

The basic principle of NACE 2.1-UA is to group enterprises that produce similar goods or services, or use similar processes to create goods or services (i.e. raw materials, production process, methods or technologies), into classification groups that are assigned a classification code.

NACE 2.1-UA defines the main and secondary economic activities of legal entities and their separate subdivisions, separate subdivisions of legal entities established in accordance with the laws of a foreign country, and individual entrepreneurs (hereinafter referred to as entities).

The main type of economic activity of an entity is a defining feature in the formation and stratification of aggregates of statistical units for conducting state statistical observations. The state statistics authorities calculate the main type of economic activity on the basis of state statistical observations in accordance with the statistical methodology based on the results of the enterprises’ activities for the year.

It should be borne in mind that the code of the type of economic activity does not create rights or obligations for entities. The code of the type of activity is not necessarily a sufficient criterion for fulfilling the conditions stipulated by regulatory and legislative acts. When formalizing relations by concluding agreements or other acts, the activity code determined by an entity under NACE 2.1-UA can only be considered as an assumption, not as evidence.

The objects of classification in NACE 2.1-UA are the types of economic activity of entities, i.e. the processes of production of products (goods and services) that are carried out using certain resources: raw materials, equipment, labor, technological processes, etc., which result in the formation of the gross value added indicator. Economic activity is characterized by production costs, the production process, and output.

NACE 2.1-UA has a hierarchical structure that corresponds to the structure of NACE Rev. 2.1 and consists of 22 sections, 87 chapters, 287 groups and 651 classes.
