“Diya” as a new norm: what state services Ukrainians chose in 2025

The most popular public service in 2025 was the program “Winter support ” – it was used by more than 14 million Ukrainians. This was reported by the press service of the Ministry of Digital Transformation, reports "Komersant Ukrainian".
According to the Ministry, the program provided payment of 1 000 UAH and became the most large-scale digital service of the year by the number of applications.
Digital services are displacing traditional visits to government offices
The Ministry of Finance notes that digital services are gradually replacing traditional visits to state offices. Ukrainians are increasingly solving administrative issues online – without collecting certificates, queues and bank visits.
“Ukrainians were able to get help from the state in a matter of minutes, without papers and trips to state offices,” – noted in the Ministry.
What services were used most often
In addition to the “Winter support”, in 2025 the greatest demand was used:
- statement of residence – 12.8 million applications;
- payment of traffic fines – 6.2 million payments.
The list of the most extensive services of the year also included:
- military registration document – 550 thousand applications;
- reservation of employees – 410 thousand applications;
- automatic registration of FLP – 220 thousand applications.
As previously reported, in 2025 “Diya” secured the status of digital product No. 1 in Ukraine. Today the service is used by more than 23 million Ukrainians, which is 77% of all smartphone owners in the country.
The government sees such dynamics as evidence of a systemic change in the interaction between citizens and the state – from paper-based bureaucracy to a full-fledged digital model, which is especially critical in the context of war and limited resources.
