“Diia has opened 100% booking of employees for frontline business: what has changed

The Diia portal has launched a new mechanism for booking employees liable for military service. Now, critical enterprises in the frontline areas can book 100% of their staff, while previously there was a 50% limit.

This was reported by the Ministry of Economy, emphasizing that the government made the decision on August 13, "Komersant Ukrainian" reports.

Why it is important

According to Deputy Economy Minister Vitaliy Kindrativ, the new booking procedure will help

  • save jobs in the frontline regions;
  • support the continuous operation of enterprises that provide the economy and the army with resources;
  • create additional guarantees for businesses operating in conditions of constant danger.

“The 100% reservation mechanism is not only about business, but also about the stability of the state. Frontline enterprises should receive maximum support, as they are critically important for both the economy and the frontline,” emphasized Mr. Kindrativ.

How the system works

  1. The company submits an application to the regional military administration.
  2. They check the company’s activities and, if the decision is positive, approve the reservation.
  3. Through the Diia portal, the government agency raises the booking level to 100%.
  4. After that, the company enters all its employees into the system on its own.

The service was implemented by the Ministry of Economy, the Ministry of Digital Transformation, and the Ministry of Defense as part of a UNDP project in Ukraine with support from Sweden.

Background

Previously, the rule allowed only half of the employees liable for military service to be booked, even at critical enterprises. This created risks for the continuous operation of businesses in the frontline regions.

By the beginning of 2025, 950,000 Ukrainians had already been booked, but the introduction of a 100% mechanism should significantly strengthen the protection of the human resources of enterprises operating in combat zones.

In Ukraine, the issue of reservations for employees liable for military service has become one of the key issues in 2023-2025. Previously, businesses have repeatedly complained that the 50% limit paralyzes the work of enterprises in the frontline regions, where every employee is worth their weight in gold.

At the same time, the government was expanding the list of industries that could receive the status of “critical” – from energy to agriculture. The introduction of 100% reservation was another step to maintain economic stability during the war.
