New restrictions for utility debtors: what are they about?

Ukrainians with utility bills may be banned from buying cars. This is stated in the relevant draft lawaccording to "Komersant Ukrainian".

We are talking about draft law No. 9363 of 07.06.2023. It was initiated by Prime Minister Denys Shmyhal.

Its purpose, as the authors note in the explanatory note, is to ensure the enforcement of court decisions and decisions of other bodies (officials) (hereinafter referred to as decisions) by modernising and digitalising certain stages of enforcement proceedings.

Since enforcement proceedings consist of a set of intellectual and physical actions that are performed step by step and take a lot of time, in order to comply with the principles of enforcement proceedings, in particular, the reasonableness of the timeframe for enforcement proceedings, it became necessary to modernise, digitalise and optimise the processes of foreclosure on property and debtor’s funds.

Thus, the authors of the draft law propose to check persons registering cars at the service centres of the Ministry of Internal Affairs through the Unified Register of Debtors. If a person has debts, they will be denied vehicle registration.

It should be noted that the Ministry of Finance has already recommended the adoption of this draft law, although the document has not yet been adopted by the Parliament
