The Cabinet of Ministers has banned the issuance and exchange of driver’s licences to men who have not updated their military records and are abroad. This was reported by "Komersant Ukrainian" with reference to the “Judicial and Legal Newspaper.
If the Oberig Register of Persons Liable for Military Service does not contain information about a man aged 18-60 updating his data, he will not be able to obtain either a driver’s licence or a vehicle registration certificate.
During martial law and for three months after its termination or cancellation, separate units of the State Migration Service of Ukraine will accept documents from citizens to receive administrative services related to the exchange of a driver’s licence, state registration or re-registration of vehicles.
However, these provisions do not apply to male citizens of Ukraine aged 18 to 60, unless they are excluded from military registration or their personal data has been updated in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists. Male citizens of this age can also order driver’s licences and vehicle registration certificates through the driver’s electronic cabinet or the Unified State Web Portal of Electronic Services, including the Portal Diia mobile application.
