On Wednesday, November 19, blackout schedules will be introduced in most regions of Ukraine. The reason is the consequences of massive missile and drone attacks by the Russian Federation on Ukrainian energy facilities, which caused a shortage in the system. The updated restriction regime was announced by the press service of Ukrenergo, "Komersant Ukrainian" reports
What restrictions will be in effect on November 19
Schedules of hourly outages (HOU):
- 00:00-23:59 – from one to four queues,
- most outages will occur in the evening, when consumption traditionally increases.
Power limitation schedules:
- 00:00-23:59 – used for industrial consumers.
Ukrenergo emphasizes that the time and scope of outages may vary depending on the situation in the power system.
“Follow the messages of your regional power distribution companies. When the power comes on as scheduled, use it sparingly,” the power company urged.
How hourly outage schedules work
The Ministry of Energy explains that the HTS includes:
- all consumers who do not belong to critical infrastructure,
- the population
- businesses that do not have a special status.
The schedule is divided into six equal queues, each with two sub-queues. This allows for even load distribution and ensures stable operation of the power system.

“Ukrenergo encourages Ukrainians to follow the updates on the official pages of regional power distribution companies in their region. They publish current schedules and changes in outages.
“When electricity is supplied on schedule, please use it sparingly,” the company emphasized.
