Online casino revenues in Ukraine are growing faster than last year

According to the results of 9 months of 2025, online casinos received UAH 45.5 billion, which is 8% higher than the figure for the same period in 2024.
It is reported by YouControl, "Komersant Ukrainian" reports.
“The license register of Ukraine includes 30 online casinos as of December 2025. Among them, 8 had their licenses revoked and two more had theirs suspended. Analysts of YouControl R&D center found out that online casinos earned UAH 45.5 billion in 9 months of 2025, which is 8% more than in the same period of 2024, when revenue amounted to UAH 42 billion,” YouControl research says.
According to Playcity, as of December 2025, 30 online casinos were included in the license register of Ukraine; at the same time, eight of them had their licenses revoked and two more had their licenses suspended.
The vast majority of online casinos are located in Kyiv (28 companies), one company is located in Dnipro, and another one is located in Kropyvnytskyi.
The ownership structure of online casinos includes individuals and/or legal entities from Ukraine and 11 countries, including Cyprus, the United States, Germany, Romania, Georgia, the British Virgin Islands, etc.
The NSDC sanctions included 5 online casinos: “PARIMATCH, POINTLOTTO, PLAY FUN INVESTMENT, YOUR BETTING COMPANY, AND UKR GAME TECHNOLOGY.
According to media reports, legal iGaming paid UAH 13.94 billion in taxes in three quarters of 2025.
“In addition, according to the Ministry of Digital Transformation, during the first six months of 2025, Playcity imposed fines of UAH 67.2 million on 14 bloggers, websites, and media for illegal gambling advertising,” the publication says.
“The imposition of sanctions demonstrates the state’s determination to remove companies from the Ukrainian market that have alleged ties to the aggressor country and a dubious reputation, even at the cost of losing significant tax revenue,” the statement said.
In 2021, 12 licenses were issued for the organization and conduct of online gambling, in 2022 – 3, in 2023 – 6, in 2024 – 7, in 2025 – 2 licenses, YouControl also notes.
The Playcity agency has been operating since June 2025 instead of the liquidated Commission for Regulation of Gambling and Lotteries (CRGL). The body was created to update the gambling sector in Ukraine and introduce digital control mechanisms.
