Early retirement in Ukraine: who can retire early and what documents are needed

Lawyers of the free legal aid system explained that in Ukraine certain categories of citizens can retire early. This is reported by Law and Business, "Komersant Ukrainian".

Those who can retire early include:

  • Women from the age of 50 with 15 years of work experience, if they have raised five or more children under 6 years of age or have children with disabilities or seriously ill children.
  • Men from the age of 55 with at least 20 years of service, if they have raised five or more children under 6 years of age or have cared for a child with a disability or serious illness (with the mother’s consent).
  • Persons with a disability of group I or a disability since childhood of group I: men – from the age of 50, women – from the age of 40.
  • Persons with short stature (pituitary nanism or other developmental disorders): men – from the age of 45, women – from the age of 40.

To apply for an early retirement, you need to apply to the Pension Fund with a package of documents:

  • taxpayer card
  • documents on length of service
  • information about the place of residence
  • medical certificates,
  • documents about children or consent of the mother for the father,
  • and other documents in accordance with the application procedure.

Applications are reviewed within 10 days. In case of refusal, the decision can be appealed to a higher-level Pension Fund body or in court. The lawyers of the FLA system help with the preparation of applications, complaints and court appeals, in particular for people with low income, war veterans and internally displaced persons.

We remind you that under Ukrainian law, the retirement age depends on the insurance record and social conditions.

Currently, the general retirement age is 60, but the state provides for several exceptions.

Workers in hazardous and dangerous industries, combatants, people with disabilities, Chernobyl victims, as well as parents of children with disabilities or mothers with many children can apply for early retirement.

In 2024-2025, the issue of pensionable service remains a key one: to retire at age 60, you must have at least 31 years of insurance coverage, and the number is growing every year. In case of insufficient pensionable service, the retirement age may be increased to 63 or 65 years.
