DOT buys uniforms abroad: necessity or “scheme”

Instead of supporting Ukrainian producers at a critical time for the country, the State Logistics Operator (DOT) is officially looking for ways to buy imported military uniforms and other material assets. This is reported by "Komersant Ukrainian" with reference to a post by Dmytro Kysylevsky, Deputy Chairman of the Verkhovna Rada Committee on Economic Development, which he published on Facebook.

Yes, you did not hear that right. Not Ukrainian goods instead of imported ones, but imported goods instead of Ukrainian ones,” Kysylevsky emphasized.

According to the deputy chairman of the Verkhovna Rada Committee on Economic Development, this is not just a betrayal at the level of economic expediency. This is a decision bordering on high treason – sabotaging our own economy during the war.

Kysylevsky noted that he has the impression that some DOT officials have lost their sense of reality so much that they are openly lobbying for schemes in favor of intermediaries who supply products from Turkey, Vietnam, Bangladesh and other countries, despite the existence of full-cycle domestic production.

I would like to ask the heads of the DOT. Have we explained to you enough that when you buy Ukrainian goods, up to 40% of their cost goes to the Ukrainian budget, which finances the army and your salary? And when you buy imported goods, do you steal money from the military?” he wrote.

Dmytro Kysylevsky emphasized that when the DOT makes such decisions, it is not just wasting money, it is actually stealing from the Armed Forces, Ukrainian workers and the state.

In his post, he noted that at least 150,000 people are officially employed in Ukraine’s light industry. Domestic enterprises that produce uniforms, shoes, and equipment are located all over the country. These are not only jobs, they are part of the economic rear that should keep the country going during the war.

When he was appointed to his post, the current Minister of Defense Rustem Umerov said from the rostrum of the Parliament: everything that is produced in Ukraine should be bought in Ukraine from Ukrainian producers. What has changed?” asked the Deputy Chairman of the Verkhovna Rada Committee on Economic Development.

He also informed Ukrainians that he is preparing a deputy appeal to the Minister of Defense and the Prime Minister regarding this openly harmful initiative of the DOT. He will also notify law enforcement agencies “to investigate such actions for intentional damage to the state.”

Procurement of uniforms for the Ukrainian military: what the DOT says

Representatives of the state agency posted a post on the official Facebook page of the DOT in which they noted that “in connection with the emergence of public manipulations” they noted several important nuances.

Thus, the state agency reported that market analysis is conducted on an ongoing basis for all nomenclature items: both in Ukraine and abroad.

This allows for an objective assessment of proposals and takes into account real market conditions. Despite the fact that the resolution on localization has not yet been adopted, the DOT has been applying the criteria for the mandatory country of origin of goods – Ukraine – since last year, the post says.

The DOT also drew attention to the fact that the formation of the expected value is based on an integrated approach: collection of commercial offers, analysis of contracts concluded by other customers (taking into account the same technical specifications), as well as taking into account indexed contracts of the previous period.

Therefore, the request for commercial proposals mentioned in the public domain (the document published by Dmytro Kysylevskyi in his post – ed.) is not a change in the procurement strategy of the DOT. This is a standard part of analytical work for market assessment.

Finally, the state agency called on Ukrainian manufacturers to actively participate in tenders and provide fair prices for products for the needs of the Armed Forces of Ukraine.
