Life-long sanctions and asset freeze: 17 restrictions imposed on Poroshenko, Kolomoisky, Boholyubov, Zhevago and Medvedchuk (Document)

President of Ukraine Volodymyr Zelenskyy has signed a decree on National Security and Defense Council sanctions against former President of Ukraine, MP Petro Poroshenko, oligarch Ihor Kolomoisky, his business partner Hennadiy Boholyubov, pro-Russian politician, former MP, now in Russia, Viktor Medvedchuk, and businessman wanted in the case of Finance and Credit Bank Konstantin Zhevago. This became known from a presidential decree, "Komersant Ukrainian" reports.
“To put into effect the decision of the National Security and Defense Council of Ukraine of February 12, 2025 “On the application of personal special economic and other restrictive measures (sanctions)” (attached). Control over the implementation of the decision of the National Security and Defense Council of Ukraine enacted by this Decree shall be vested in the Secretary of the National Security and Defense Council of Ukraine,” the decree reads.
The Decree came into force on the day of its publication.

Each of them was subject to 17 restrictions. The sanctions include the deprivation of state awards, asset freezes, restrictions on trade operations, a ban on land acquisition, etc.
The sanctions are indefinite.
“The Cabinet of Ministers of Ukraine, the Security Service of Ukraine, together with the National Bank of Ukraine and the Commission of State Awards and Heraldry under the President of Ukraine, shall ensure the implementation and monitoring of the effectiveness of personal special economic and other restrictive measures (sanctions) provided for in paragraph 2 of this decision,” the NSDC decision says.

What are the sanctions?
The decision imposed 17 restrictive measures against each of the defendants, which are indefinite. The main sanctions include
- deprivation of state awards of Ukraine and other forms of recognition
- blocking of assets – temporary deprivation of the right to use and dispose of assets belonging to an individual or legal entity, as well as assets in respect of which such a person may directly or indirectly (through other individuals or legal entities) perform actions identical in content to the exercise of the right to dispose of them;
- restriction of trading operations (complete termination);
- restriction, partial or complete termination of transit of resources, flights and transportation through the territory of Ukraine (complete termination);
- preventing the withdrawal of capital from Ukraine;
- suspension of economic and financial obligations;
- prohibition of participation in privatization, lease of state property by residents of a foreign state and persons directly or indirectly controlled by residents of a foreign state or acting in their interests;
- prohibition of the use of the radio frequency spectrum of Ukraine;
- restriction or termination of electronic communication services and use of electronic communication networks (complete termination);
- prohibition of public and defense procurement of goods, works and services from legal entities – residents of a foreign state of state ownership and legal entities whose share of authorized capital is owned by a foreign state, as well as public and defense procurement from other business entities that sell goods, works, services originating from a foreign state to which sanctions have been imposed in accordance with this Law;
- prohibition or restriction of entry of foreign non-military vessels and warships into the territorial sea of Ukraine, its inland waters, ports and aircraft into the airspace of Ukraine or landing on the territory of Ukraine (complete prohibition);
- prohibition of increasing the authorized capital of business entities, enterprises in which a resident of a foreign state, a foreign state, a legal entity in which a non-resident or a foreign state is a participant, owns 10 percent or more of the authorized capital or has an influence on the management of the legal entity or its activities;
- introduction of additional measures in the field of environmental, sanitary, phytosanitary and veterinary control;
- termination of trade agreements, joint projects and industrial programs in certain areas, in particular in the field of security and defense;
- prohibition of transfer of technologies and rights to intellectual property;
- prohibition on acquisition of land plots;
- other sanctions that comply with the principles of their application established by this Law (prohibition of entering into contracts and transactions; prohibition of transactions with securities issued by this person;
- prohibition of payment of dividends or other payments related to corporate rights (ownership of shares, stocks, units) in favor of the person against whom the sanctions were imposed and persons acting on his behalf).
The Ministry of Foreign Affairs of Ukraine will appeal to international partners
The NSDC’s decision also provides for informing the European Union, the United States and other international partners about the sanctions imposed.
The Ministry of Foreign Affairs of Ukraine has been tasked with initiating appropriate restrictive measures against the above-mentioned individuals at the international level.
“The Ministry of Foreign Affairs of Ukraine is to inform the competent authorities of the European Union, the United States of America and other states about the imposition of sanctions and to raise the issue of introducing similar restrictive measures with them,” the NSDC decision says.
Sanctions against Medvedchuk: not for the first time
It is worth noting that the NSDC has repeatedly imposed sanctions against Viktor Medvedchuk. He is in Russia, and in Ukraine he is suspected of treason and other criminal offenses.
The imposed sanctions are one of the largest decisions by the Ukrainian authorities against individuals who have a significant impact on the country’s economy, politics and media.

Yesterday, President Volodymyr Zelenskyy said in his traditional evening address that the National Security and Defense Council had imposed the sanctions:
“Everyone who destroyed the national security of Ukraine and helped Russia must be held accountable.”
The president said that the billions earned by surrendering Ukraine’s interests should work for the benefit of Ukraine. He did not say whom exactly he meant.
After that, Poroshenko published an address and said that the sanctions were imposed against him. He called the decision unconstitutional.
