The State Management of Affairs ordered air transportation for the president’s trips worth UAH 140 million

The State Administration of Affairs has signed a contract for irregular air transportation of official delegations headed by the President of Ukraine in 2026. The purchase price is 141.4 million. This is reported on the Prozorro portal , according to [Komersant].

The purchase was made without using an electronic system and was formalized as a report on the concluded contract.

The sole service provider was the State Aviation Enterprise Ukraine, which offered to perform the work for UAH 141.4 million, which corresponds to the expected purchase price. The contract was signed on January 1, 2026, and will remain in effect until the end of the year.

The subject of the contract is the provision of non-scheduled air transportation services for business trips and official visits of delegations headed by the president, both within Ukraine and on specified international routes.

The State Management of Affairs explained the refusal to hold open tenders by the lack of competition for technical reasons. The agency refers to Cabinet Resolution No. 270, which stipulates that the transportation of senior state officials is carried out exclusively by the State Aviation Enterprise Ukraine. This enterprise has a valid operator certificate, specially trained aircraft, and crews with the appropriate level of certification and training.

In addition, the enterprise is required to maintain constant readiness to perform special flights, which includes regular certification of flight personnel, simulator training, and medical monitoring of crews.

As [Komersant], despite the martial law and restrictions on civil aviation, the Ukrainian passenger air transport market continues to function. According to analytical data from the YouControl platform, in 2024, 243 companies operated in the field of “Passenger Air Transport” (KVED 51.10) in Ukraine, 17 of which were newly registered even during the war.
