Efficiency under the microscope: The Accounting Chamber has started auditing the NACP – the results will determine the future of anti-corruption policy

The Accounting Chamber of Ukraine has launched a comprehensive financial audit of the National Agency for the Prevention of Corruption (NAPC). The audit, which started on December 4, 2025, aims to assess the transparency, reliability of reporting and efficiency of the use of budget funds by one of the country’s key anti-corruption institutions. The results of the audit are expected in June 2026.
This is reported by the press service of the Accounting Chamber, "Komersant Ukrainian" reports.
What the Accounting Chamber is checking
The NACP audit is planned and is conducted in accordance with the requirements of the Law “On Prevention of Corruption”. The audit is carried out by the Department of Control in the Field of Defense, Security and Law Enforcement.
The main areas assessed by the auditors are:
- Reliability of reporting: Verification of the NACP’s financial and budgetary statements.
- Accounting: Assessment of the correctness of accounting for business transactions.
- Use of the budget: Compliance with the law when spending budget funds.
- Internal control: Assessment of the effectiveness of the internal control system and its ability to respond to risks.
Member of the Accounting Chamber Yelyzaveta Pushko-Tsybulyak is responsible for the audit.
Future changes and recommendations
The results, which will be reviewed in June 2026, should become the basis for improving the work of the anti-corruption agency.
The Accounting Chamber plans to provide recommendations on:
- Increasing the efficiency of the use of budget funds.
- Improving internal control and strengthening transparency in the NACP’s activities.

The audit of one of the central anti-corruption institutions comes at a time when international partners are paying increased attention to reforms in Ukraine, especially in the areas of financial integrity and anti-corruption.
