Savings and transparency: hospitals will buy even more medical supplies through Prozorro Market

The Cabinet of Ministers of Ukraine has expanded the list of medicines by 27 items and the list of medical devices required for procurement by healthcare institutions through the Prozorro Market electronic catalog by 42 items. This was reported by the Ministry of Health with reference to the relevant government decree, "Komersant Ukrainian" reports.
It is noted that these changes are enshrined in government decree No. 278, which comes into force on April 1, 2025. The supplemented list of medicines and medical devices is contained in the appendix to the regulation.
What is to be procured through Prozorro Market
427 medicinal products and 134 medical devices will be mandatory for procurement by healthcare institutions and healthcare departments of regional administrations using the e-catalog.
In particular, these are 27 medicines belonging to different nomenclature groups:
– antithrombotic and antihemorrhagic drugs;
– medicines for cardiovascular diseases;
– antibacterial, antiviral drugs and vaccines;
– gynecological drugs;
– antineoplastic drugs and immunostimulants;
– psycholeptic, antiepileptic drugs, analgesics and psychoanaleptics;
– anti-allergic drugs.
In addition, the list of medical products that hospitals must procure through the e-catalog has been expanded by 42 items. Their nomenclature names fall into three groups:
– 17 items of medical devices for hemodialysis and peritoneal dialysis (dialyzer, filter for dialysate purification, blood lines to the dialyzer, etc.) They are critical for patients with terminal renal failure undergoing renal replacement therapy.
– 4 items of medical devices for cardiac surgery (pacemakers, artificial heart valves, vascular prostheses and angioplasty kits).
– 21 items of medical devices for surgery, anesthesiology and intensive care (catheters, scissors, forceps, clamps, dissectors, surgical probes, incubation tubes, etc.) They are used for emergency and planned surgical interventions, as well as in intensive care units.
What are the advantages of buying through the e-catalog ?
Prozorro Market is an effective tool for procuring medical goods. Procurement through Prozorro Market ensures a lower price for the buyer due to a larger number of offers from suppliers.
For example, due to the high level of competition in the e-catalog, hospitals save an average of 15% of the expected cost of goods or more than UAH 2.5 billion, which they can use to increase salaries for employees, make additional purchases, etc.
The Prozorro Market electronic catalog operates on the principle of a marketplace and is free of charge for customers. The medical part of the catalog is administered by the specialists of Medzakupiliuvannya Ukrayiny.
In 2024, the cost of medical products purchased by hospitals through this marketplace amounted to UAH 16.2 billion, which is almost 6.5 times more than in 2023.
How the Ukrainian public procurement system is developing
In 2024, the role of Prozorro Market in the procurement sector increased significantly. This was primarily facilitated by government decisions to significantly expand the list of medicines and medical devices mandatory for procurement by healthcare institutions starting from March 1, 2024, and the fact that food procurement became mandatory in Prozorro Market starting from March 14 last year.
In addition, in 2024, the catalog was used to purchase, among other things, school buses, computer simulators for controlling drones, interactive laser shooting simulators, drones/drones for the Armed Forces, bedding sets for Ukrzaliznytsia, and electricity. The popularity of the catalog for “optional” categories is explained by its simplicity for participants and the speed of procurement.
In 2024, simplified procurement was conducted through the Prozorro system for the funds of well-known donor organizations such as the World Bank, USAID, UK Dev, and the International Committee of the Red Cross Mission in Ukraine, which is a sign of trust in the procurement mechanisms implemented in the system, as such procurement is not considered public procurement within the meaning of the Law On Public Procurement.
The real highlight of the procurement year was the framework agreement for defense procurement, which is authorized to be used by the State Enterprise “Defense Procurement Agency”, the State Logistics Operator and the State Service for Special Communications and Information Protection of Ukraine.
The peculiarity of the framework agreement is the confidentiality of some information (for example, on the participants of the second stage), which is available only to a limited number of persons, taking into account security issues.
The mechanism of the framework agreement is used to purchase quadcopters, FPV drones, Mavic, pick-up vehicles, and food from Prozorro, among other things.
In 2024, the role of centralized procurement organizations – SE Medical Procurement of Ukraine, SE Professional Procurement, Centralized Procurement Organization of the State Enterprise Ukrainian Special Systems – increased, as they are engaged in the formation and maintenance of the Prozorro Market e-catalog, procurement in the interests of customers, and develop and implement unified forms of procurement contracts in their respective sectors.
The State Agency for Professional Procurement fills the catalog with consumer goods, Medical Procurement of Ukraine with medicines and medical devices, and the State Enterprise Ukrainian Special Systems with computer hardware and software.
In 2024, Professional Procurement conducted its first procurement with funds and according to the rules of the World Bank.
