Former head of Khmelnytsky MSEC Krupa released from pre-trial detention center: must pay UAH 20 million bail for freedom

The High Anti-Corruption Court has changed the measure of restraint for the former head of the Khmelnytsky Regional Medical and Social Expert Commission (MSEC), Tetiana Krupa, who is accused of large-scale illicit enrichment.

This was reported by the HACC, "Komersant Ukrainian" reports.

According to the agency, after 11 months in custody, Krupa was allowed to leave the detention center on bail. The amount is UAH 20 million.

Why the measure of restraint was changed

According to the law, the period of detention during pre-trial investigation of serious and especially serious crimes cannot exceed 12 months. Since Krupa had already spent 11 months behind bars, the judge decided to change the measure of restraint.

The NABU detective and the SAPO prosecutor insisted on extending the arrest, but the HACC investigating judge granted the motion only partially.

Now Krupa must:

  • pay bail in the amount of UAH 20 million;
  • appear at every summons to the investigator, prosecutor or court;
  • fulfill certain procedural obligations until at least November 4.

The case in brief

In October 2024, law enforcement officers exposed Krupa for large-scale illicit enrichment. According to the investigation, almost $6 million in cash was found during searches of her family’s home.

In addition, the SBI reported the seizure of documents confirming money laundering through business projects. According to investigators, during the search, Krupa tried to get rid of some of the money by throwing two bags with more than half a million dollars out the window.

The investigation also revealed corruption schemes in the issuance of fictitious disabilities, which involved law enforcement officials.

As a reminder, the Krupa case became one of the biggest anti-corruption events of 2024. Against this backdrop, Prosecutor General Andriy Kostin resigned, and the government announced the reform and liquidation of the MSEC in its current form. Massive inspections of the work of medical and social commissions, traditionally considered the center of corruption schemes, were launched in the regions of Ukraine.
