Former Shell manager Frolov takes over Ukrnafta-Postach: what is known about the new head

“Ukrnafta-Postach, a subsidiary of the state-owned Ukrnafta, has appointed a new CEO. It is Viktor Frolov, who previously worked for the international energy giant Shell for more than a decade. Who is Viktor Frolov?
According to NefteRynok, Frolov has been responsible for the development of B2B fuel sales at Shell in Ukraine for the past six years. After the parent company decided to sell its network of filling stations in Ukraine to Ukrnafta, he joined the team of the state-owned operator.
Frolov graduated from Bohdan Khmelnytsky Cherkasy National University. In total, his career at Shell started in 2012 and spanned over 13 years, during which he held various management positions.
Who led the company before
Until September 2024, Ukrnafta-Postach was headed by Ruslan Starovoitenko, who succeeded Yulia Degtyareva. After his departure, Iryna Slipchenko, Deputy CEO of the company, acted as interim CEO.
“Ukrnafta-Postach specializes in B2B sales of fuel to private and state-owned companies through tenders and direct deals. This area is strategic for Ukrnafta, as the company has significantly expanded its presence in the fuel market after nationalization and is seeking to strengthen its position in the corporate segment.
Analysts note that the arrival of a manager with experience in a global energy corporation may signal Ukrnafta’s intention to raise its standards and compete with international traders in the market.
