Exnard to stand trial: 94 million “ripped off” at OPZ

The case of abuses at Odesa Port Plant (OPP), which caused the state-owned enterprise more than UAH 94 million in losses, has been referred to court. This was reported by the Specialized Anti-Corruption Prosecutor’ s Office and the National Anti-Corruption Bureau, "Komersant Ukrainian" reports

Among the accused is a former MP suspected of organizing a scheme that resulted in the plant losing UAH 93.3 million.

The Anti-Corruption Action Center reports that former MP Oleksandr Hranovskyi is among the accused.

How the scheme worked

According to the investigation, in 2015, Hranovskyi organized a scheme whereby the OPP sold ammonia and urea to an intermediary company at reduced prices. This company then resold the fertilizers to real buyers at market value, keeping the profit for itself.

As a result of such actions, the state-owned plant lost over UAH 94 million.

Who is involved in the case

Back in March 2020, the SAPO and the NABU served suspicion notices to four participants in the scheme: a trustee of the former MP, the owner of an intermediary company, a deputy director, and the head of the OPP department.

In October 2022, the organizer of the scheme, Oleksandr Hranovskyi, also received a suspicion notice.

Their actions are classified under Part 2 of Article 364 of the Criminal Code of Ukraine – abuse of power or position, which caused grave consequences. The sanction of the article provides for a sentence of three to six years in prison.

Wanted and brought to court

Due to the unknown whereabouts of Hranovskyi, his authorized representative and the owner of the company, they were put on the national and international wanted list, and the pre-trial investigation was conducted under a special procedure.

on October 4, 2024, the investigation was completed and the materials were handed over to the defense.
on September 16, 2025, the High Anti-Corruption Court set a deadline for familiarization with the case until October 3.

After that, the indictment was sent to the court for consideration on the merits.

The OPP is one of the largest chemical complexes in Ukraine. Before the war, it produced ammonia and urea and exported fertilizers. But since 2022, the main production has been stopped. The plant has been operating partially, providing oxygen and nitrogen for critical needs and acting as a port hub.

At a meeting on August 26, the government decided to privatize the Odesa Port Plant.

The Auction Commission set the date for the electronic auction of Odesa Port Plant JSC (OPP). The auction is scheduled for November 25, 2025.
