Former head of the Kyiv metro Braginsky left Ukraine on the basis of a certificate from the medical commission: medical record

The former head of the Kyiv Metro, Viktor Braginsky, left Ukraine on the basis of a forged conclusion of the medical examination board. This was reported by the Kyiv police, "Komersant Ukrainian" reports.

“By the decision of the medical commission, the man was excluded from military registration due to an allegedly incurable disease,”

– the statement reads.

The police initiated criminal proceedings over this fact, in the framework of which investigators came to search the premises of the Kyiv subway today.

Braginsky “left Ukraine on the basis of a forged conclusion of the medical examination commission,” the police said. At the same time, they did not specify how he forged the conclusion.

Braginsky’s medical history

Viktor Braginsky headed the Kyiv Metro utility from 2014 to March 2024. During this time, not a single station was opened. Instead, from December 2023 to September 2024, traffic between Teremky and Lybidska stations was suspended due to flooding and repairs.

In March 2024, Bihus.info journalists published an investigation into embezzlement in the Kyiv subway. According to the investigation, the subway under Braginsky’s leadership signed a UAH 1.58 billion contract to repair the red line with LLC KB Teploenergoautomatika, owned by Tetiana Beletska, a choreography teacher and alleged mother-in-law of Braginsky’s business partner Kyrylo Kryvets, who has long been receiving contracts from the subway through his companies, including the construction of the Vynohradar metro station. The journalists found that the new contract may contain inflated prices for materials and equipment.

They also discovered that Braginsky, the head of the subway, had undeclared property worth 52 million hryvnias. Braginsky actively involved his wife, mother, sister and children in legalizing this property. For example, Braginsky’s mother’s declaration revealed UAH 2 million, which she almost immediately transferred to her son. And his sister Hanna Fenina bought a land plot in Kyiv region from him for UAH 2 million with a 10-fold markup. Braginsky’s mother and wife own elite real estate.

Following the investigation, Kyiv Mayor Vitali Klitschko suspended Braginsky from his duties as director of the Kyiv Metro, and the next day Braginsky resigned. A week later, he resigned as a member of the Kyiv City Council. In November last year, the Prosecutor General’s Office notified him of suspicion of improper performance of duty in connection with the subway flooding, and in December 2024, he was put on the wanted list. The date of the ex-official’s disappearance is June 20, 2024.
