According to Voskoboynyk, one of the most important things today is an honest and transparent state policy regarding the future of the country and its citizens.
“Honest communication now will work for honest communication after the end of hostilities, when we understand where we are moving, what the country will be like in a few years,” the expert emphasized.
Mobilization, fear and the new migration wave of young people
According to Voskoboynyk, one of the reasons for the mass migration of young people abroad is the fear of mobilization.
“Parents are trying to create conditions for their boys to leave because they fear that the mobilization age may be lowered,” he explains.
This affects not only boys but also girls – parents see no point in leaving their daughters in the country if the male population is leaving. In 2025, there were 360 thousand graduates in Ukraine. This number is decreasing every year, and it is part of a deeper demographic problem.
“The number of graduates is constantly decreasing. Children are being born to those who were born in the 90s, during the period of the demographic pit,” Voskoboinyk notes.
“This directly affects the country’s labor potential. Many graduates choose to study abroad and plan to stay there in the future.
Labor crisis is on the way
According to the Ministry of Economy, Ukraine will need an additional 4.5 million workers by 2032. The International Labor Organization predicts an even worse scenario – 8.2 million.
“Ukraine’s biggest problem in the coming decades is the lack of labor, consumers and taxpayers. This problem will remain with us forever,” says the head of the Migration Policy Office.
At the same time, he admits that if some of the occupied territories are not returned or the economy does not recover, it is possible that such a large number of workers will not be needed. But even then, the level of demographic pressure on the economy will be extremely high.
