Expert explains why the “eOselya” program does not work for military personnel and doctors

The state program “єОселя” remains one of the most popular among Ukrainians. However, due to new restrictions, low housing cost coefficients, and complex banking requirements, it is increasingly preventing people from buying apartments. This was discussed in an interview with the YouTube channel "Komersant Ukrainian" by Olena Haidamaha, president of the Association of Real Estate Specialists.
As an example, Haidamaha talked about the program for military personnel.
“Previously, only military contract soldiers could take out a loan to buy a home at 3% per annum. Conscripts could take out a loan at 7%. Under the current innovations, all military personnel can take out a loan at 3%. But at the same time, there are conditions and restrictions that only houses that have been in operation for no more than three years can be purchased. And there are very few such houses in Kyiv, for example. There are not enough of them,” she said.
In addition, not all doctors can take advantage of the state program, she continued.
“For example, if a doctor works in a state hospital, they can get a loan at 3% under the program. If they work in a private hospital, they can only get a loan at 7%. But doctors who work in state hospitals have lower salaries than those who work in private hospitals. And the latter are more likely to be granted a loan,” she added.
As a result, the expert emphasizes, the program, which was supposed to revive the market, has largely paralyzed it.
