The experimental system of educational grants may be formalized in legislation

A pilot project to provide state grants for applicants who did not get into the budget was discussed by members of the relevant parliamentary committee. This was reported by the Verkhovna Rada Committee on Education, Science and Innovation, according to
Mykhailo Vynnytskyi, Deputy Minister of Education and Science of Ukraine, spoke about the results of the implementation of a pilot project to provide state grants for higher education in 2024 and the formation and placement of a state order for the training of specialists, scientific, scientific-pedagogical and working personnel, advanced training and retraining.

According to the official, 196 higher education institutions are participating in the pilot project, including 14 institutions of the Ministry of Health, more than 10 institutions of the Ministry of Culture and Strategic Communications, 3 institutions of the Ministry of Internal Affairs of Ukraine, and 16 higher education institutions of municipal and private ownership.
A total of 14189 state grant certificates were issued, which is 88.11% of the planned number of state grants.
Lviv region and Kyiv are the leaders in terms of the number of state grants provided.
The Deputy Minister also said that in 2024, 102.72 thousand people were enrolled in higher education, which is 15.2% less than in 2023.
The participants of the parliamentary committee meeting noted the effectiveness of the pilot project. In particular, it was mentioned that the project received positive feedback in society among applicants and their parents, it was supported by higher education institutions, has a more flexible mechanism in implementation, and also allows to significantly cover the financial costs of applicants and expand their access to quality higher education.
As a result of the discussion, it was decided to finalize the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine on Financing Higher Education and Providing State Targeted Support to its Applicants” No. 10399 for the second reading, taking into account the results of the introduction of state grants for higher education in 2024.

What else is known about the pilot project to provide state grants

A state grant for higher education is the state’s support for a citizen to obtain higher education by co-financing education on a contract basis.
The state grant is targeted. That is, it can only be used to pay tuition fees at an educational institution; it cannot be used for any other purpose or converted into cash.
The state grant is a non-refundable aid, so it does not provide for additional obligations, such as work experience.
The vast majority of Ukrainian higher education institutions will participate in the pilot project to provide state grants to finance higher education in 2024.
Already 196 universities have joined the pilot project to introduce grants for higher education. At the same time, the list of universities is being updated and expanded.
