Electronic booking: the authorities told businesses what awaits them

The European Business Association met with representatives of the Ministry of Defence, the Ministry of Economy and the Ministry of Digital Transformation of Ukraine to discuss key issues of booking and mobilisation of workers. The meeting took place last week and focused on important topics such as electronic booking, the role of different ministries in this process, and the prospects for cost-effective booking, reports "Komersant Ukrainian" citing the EBA press service.
Regarding e-booking, it was reported that amendments to Resolution No. 76 had been adopted. According to these changes, booking lists will now be uploaded through the Diia portal. The process includes verification of military registration through the Register of Persons Liable for Military Service and confirmation of employment through the Pension Fund. Booking results will be available on the Diia portal, and booked employees will be able to see their status through the Reserve system.
The Ministry of Defence is seeking to automate the process, as the Ministry of Economy currently does not have a single register of all reservists. The electronic booking is expected to go live in the near future. Those who did not have time to receive a paper reservation will be able to receive an electronic reservation through Diia.
As for theReserve system , it was reported that 3.15 million citizens have already updated their data. Importantly, the update can be done remotely, without a visit to a CCC or ASC. The Ministry of Defence plans to provide an official explanation that electronic military registration documents will have the same legal force as paper documents.
The Ministry of Economy is working on setting up a hotline to receive information on the status of reservations. Businesses were asked to create as comprehensive a list as possible to speed up the process.
The issue of economic booking was also discussed. Several alternative draft laws have been registered in the Verkhovna Rada, and consultations with stakeholders are currently underway.
The issues of booking employees of representative offices, the transport industry, traffic outside the region and advance submission of booking lists were raised.
Criteria for enterprises critical to the economy
Cabinet of Ministers Resolution No. 76 sets out the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihoods of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the enterprise is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a reasonable need”.
The government has also approved a list of NGOs that have received 100% reservation from mobilisation.
