Overpriced electricity: Kyiv investigates overpayment of over UAH 1.8 million for schools

In Kyiv, law enforcement officers have served a notice of suspicion to an official of the Education Department of the Desnianskyi District State Administration. This was reported by the press service of the Kyiv City Prosecutor’s Office, "Komersant Ukrainian" reports.

She is suspected of abuse of office in the procurement of electricity for educational institutions in the district, which led to significant financial losses to the budget.

What is the official suspected of?

According to the investigation, the authorized person for public procurement of the Education Department of the Desnianskyi District State Administration unreasonably signed additional agreements with the electricity supplier in January-September 2023.

According to investigators, these agreements provided for prices significantly higher than market prices, which contradicted the requirements of current legislation. According to the prosecutor’s office, the official acted in the interests of the private supplier.

What are the budget implications?

As a result of such actions, the prosecutor’s office reports, the education department overpaid more than UAH 1.8 million for electricity supplied to the district’s educational institutions.

Law enforcement officers classified the suspect’s actions under Part 2 of Article 364 of the Criminal Code of Ukraine – abuse of power or position, which caused grave consequences.

What punishment is provided by law

The sanction of this article provides for

  • imprisonment for a term of three to six years;
  • prohibition to hold certain positions or engage in certain activities for up to three years;
  • a fine.

Who investigates the case

The pre-trial investigation is being carried out by investigators of the Desnianskyi Police Department of the Kyiv City National Police under the supervision of the Desnianskyi District Prosecutor’s Office.

The prosecutor’s office emphasizes that, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by law and confirmed by a court verdict.
