The Energy Balance of the War: Imports Are Rising, Electricity Exports Have Been Halted

In 2025, Ukraine imported $10.5 billion worth of fuel and energy products, an increase of 18.3% compared to the previous year.
This was reported by the DiXi Group analytical center, citing data from the Energy Map system , according to "Komersant Ukrainian".
How much energy did Ukraine import?
According to the DiXi Group, in 2025 the country imported 15 types of fuel and energy products from 69 countries.
- Total import value: $10.5 billion;
- year-over-year growth: $1.6 billion;
- export revenues — $491 million.
Compared to 2024, export revenues increased 2.4-fold.
The main import category was crude oil and petroleum products
Oil and petroleum products accounted for the largest share of imports.

Imports of gas products
Ukraine imported petroleum gases:
- 2.8 million tons,
- worth $1.9 billion.
Main suppliers:
- Hungary — 22.9%
- Switzerland — 18.7%
- Poland — 16.5%
At the same time, no physical gas deliveries are made from Switzerland—their appearance in the statistics is due to the specifics of trade accounting.
Electricity imports decreased
Expenditures on electricity imports in 2025 decreased by 13.3%—to $580.5 million.
In total, Ukraine imported 3.35 million MWh, which is 24.4% less than the previous year.
The largest electricity suppliers:
- Hungary — 37.7%
- Slovakia — 18.6%
- Romania — 15.7%
- Poland — 15.5%
- Moldova — 4.1%
Electricity exports grew for only a few months
In 2025, Ukraine exported 12 types of energy products to 92 countries, generating $491 million in revenue.
Electricity accounted for the largest share of exports:
- $283 million,
- or 57.6% of total revenue.
Electricity sales abroad grew from June to September, when attacks on the power grid were less intense.
However, following new Russian strikes on energy infrastructure, exports had to be completely halted starting November 11.
How imports changed in previous years
For comparison:
- in 2024, Ukraine imported $8.9 billion worth of energy resources;
- at that time, this figure was 14.2% lower than in 2023.
The increase in imports in 2025 is linked to the consequences of the war and the need to compensate for damaged energy infrastructure.
