Energy pressure: Zelenskyy announces sanctions against Rosatom and Russian energy giants

President of Ukraine Volodymyr Zelenskyy has signed decrees introducing new personal and sectoral sanctions against 35 individuals and legal entities associated with the state corporation Rosatom and Russian energy companies.
This is reported by "Komersant Ukrainian" with reference to presidential decrees No. 594/2025 and No. 595/2025 and a statement to journalists by the Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk.
on August 8, the National Security and Defense Council of Ukraine decides to impose new special sanctions against the Russian corporation Rosatom and its global infrastructure.
These measures were approved by Presidential Decrees No. 594/2025 and No. 595/2025.
“Rosatom”
The sanctions cover 18 individuals and 17 legal entities involved in attempts to integrate Zaporizhzhia NPP into the Russian energy system, participation in the seizure of the Chernobyl NPP, production and maintenance of dual-use nuclear equipment, and export of enriched uranium through subsidiaries in Europe.
Among the key figures on the list are Nikita Konstantinov, Deputy Director General of Rosenergoatom Concern JSC, as well as Uranium One Holding N.V. (Netherlands), Rosatom Finance Ltd (Cyprus), and Kirov-Energomash JSC (Russia).
Vlasiuk emphasizes that the expansion of sanctions pressure on Rosatom is an integral part of the struggle to limit Russia’s access to critical nuclear technologies and financing.
Synchronization
In parallel, sanctions are being synchronized with key international partners.
Ukraine has already fully synchronized sanctions with the United States, adopted in 2025, which target Russia’s energy and military-industrial complexes, as well as intermediary networks in third countries.
The sanctions lists include Gazprom Neft’s subsidiaries in Russia, Kazakhstan, Tajikistan, and Kyrgyzstan, as well as operators of the Russian shadow fleet and traders who circumvent oil price restrictions.
Other targets include companies producing equipment for Russia’s military-industrial complex in Russia, China, Turkey, the UAE, and Malaysia, as well as financial and logistics structures that help circumvent sanctions.
Ukraine declares its readiness for further coordination with international partners to strengthen the sanctions regime and minimize the risks of its circumvention.
