Power system under load: hourly blackouts in most regions

5 November 2025 12:14

The state of Ukraine’s energy system remains tense. There are new blackouts due to Russian attacks. This was reported by "Komersant Ukrainian" with reference to Ukrenergo.

The situation in the power system remains tense

As of the morning of November 5, electricity consumption in Ukraine remains at a consistently high level.

According to Ukrenergo, from 07:00 to 21:00, most regions have hourly blackout schedules, with 1 to 2 simultaneous outages.

Power engineers urge Ukrainians not to turn on several powerful electrical appliances at the same time at least until 22:00 to reduce the load on the system.

“We ask consumers to be understanding. Every kilowatt you save helps the power system to operate stably,” Ukrenergo said.

Consequences of shelling: new damage and blackouts

As a result of another Russian attack on the energy infrastructure, new blackouts were recorded in several regions, including Sumy region.

Emergency repair works are underway wherever the security situation allows.

Power engineers are doing their best to restore power supply and return electricity to all consumers as soon as possible.

Due to the consequences of the attacks, consumption restrictions are in place in all regions of the country.

From 07:00 to 22:00, power curtailment schedules for industry and business are also in place across the country.

The reason for the consistently high consumption is the cold snap

The demand for electricity is not decreasing.

As of 6:30 am on November 5, consumption remained at the level of the previous day.
The day before, on November 4, the daily maximum consumption was recorded in the afternoon – it was 2.9% higher than the day before.

The reason for this was a drop in air temperature in most regions. People began to use heaters, electric boilers and stoves more actively, which significantly increases the load on the system.

Who determines the number of queues in the regions

The decision on the number of DHW queues to be used in certain regions is made by Ukrenergo’s chief dispatcher. It depends on the level of electricity deficit in a particular region, consumption volumes, number of industrial facilities and critical infrastructure enterprises.

“Consumption in different regions of Ukraine differs significantly, so blackout schedules are formed individually for each regional power company,” the Ministry of Energy said.

What energy companies ask

Energy companies urge Ukrainians to use electricity as economically as possible:

  • not to turn on energy-intensive appliances at the same time,
  • limit the use of electric stoves, boilers, and air conditioners,
  • turn off lights in rooms where no one is present.

Where Ukrainians can find out about the schedules

Information for each region is updated in social media on the official pages of regional power distribution companies:
