AI specialists from the Ministry of Digital Transformation have moved to the Ministry of Defense to work on the development of military technologies

Danylo Tsivok and Dmytro Ovcharenko, CEO and CTO of the AI Center of Excellence at the Ministry of Digital Transformation, have moved to the Ministry of Defense, where they are now leading the new Defense AI Center “A1”.

This was announced by Defense Minister Mykhailo Fedorov, according to "Komersant Ukrainian".

According to the minister, the Defense AI Center “A1” is intended to accelerate the implementation of artificial intelligence in combat operations and shorten the path from frontline experience to technological solutions.

The new structure is headed by former leaders of the Ministry of Digital Transformation’s AI division: CEO Danylo Tsvok and CTO Dmytro Ovcharenko. Previously, they were responsible for developing state AI projects within the WINWIN AI Center of Excellence.

Tsivok served as Chief AI Officer at the Ministry of Digital Transformation and oversaw the launch of key initiatives, including Diya.AI, the national large language model, and the artificial intelligence development strategy through 2030. Ovcharenko was responsible for the technical direction and development of AI infrastructure, including the AI Factory project.

“The center operates as a fully-fledged entity that combines the development, research, and implementation of AI solutions. Our focus is on tools that provide a practical advantage on the battlefield,” Fedorov noted.

A key area of work will be data management: establishing standards for data quality, security, and use for training models. This should ensure more accurate analysis, forecasting, and faster decision-making in combat conditions.

In parallel, the team will develop simulation environments for testing solutions, AI infrastructure for rapid system deployment, as well as tools that can be directly integrated into military units.

It is noted that “A1” is being created with the support of the UK government and envisages expanding partnerships with both government agencies in other countries and private technology companies.
