Phantom companies: the case concerning millions in losses incurred by Ukrekoresurs has been referred to court

The National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office have sent an indictment to court in a case involving large-scale embezzlement of state funds by the state-owned enterprise Ukrekoresursy. The case concerns abuse during the procurement of waste processing equipment, which resulted in millions in losses to the state. This is reported on the NABU website, according to "Komersant Ukrainian".

What is the essence of the case

According to the investigation, the director of the state-owned enterprise acted in collusion with representatives of private business. He ensured the conclusion of a contract with a controlled company for the supply of 100 vending machines for used containers. In fact, the equipment turned out to be of inadequate quality and unsuitable for use.

To create the appearance of a legitimate purchase, the defendants made changes to the terms of the tender, in particular to the technical specifications and payment terms.

To conceal the scheme, they also involved an intermediary company registered in Panama.

Losses and additional episodes

An expert examination established that the vending machines supplied did not meet the requirements and could not be operated. This caused losses to the state in the amount of UAH 13.69 million.

In addition, the investigation recorded a case of fraud: using the purchased fundomats as collateral, the participants in the scheme took out a loan of more than UAH 8.7 million using forged documents.

Law enforcement officers also uncovered another episode. A company controlled by the director of the state-owned enterprise supplied horizontal automatic presses at an inflated price. At the same time, instead of five units of equipment, Ukrekoresursy actually received only three, and another UAH 8.5 million was illegally appropriated from the budget.

Who is in the dock

Among the defendants (positions at the time of the crime):

  • the director of the state-owned enterprise Ukrekoresursy;
  • two managers of limited liability companies;
  • an individual.

The former head of the state-owned enterprise was detained back in June 2022. The case has now been referred to the court for consideration on its merits.
