The phenomenon of 2025: tax revenues are growing thanks to the processing industry

In 2025, the processing industry took first place among economic sectors in terms of tax payments for the first time.
According to the Ministry of Economy, Environment, and Agriculture, companies in the sector transferred UAH 367.5 billion to the consolidated budget, which is 18% of the country’s total tax revenues, reports "Komersant Ukrainian".
Compared to 2024, the industry provided an increase of UAH 70.2 billion, the largest in absolute terms among all sectors of the economy.
What is behind the phenomenon of tax revenue growth?
The phenomenon of tax revenue growth can be explained by several factors.
First, the development of certain industries — such as the manufacture of vehicles, industrial machinery, aircraft, and food products — provided the largest increase in absolute terms: for example, transport manufacturing added more than UAH 6.7 billion to the budget, industrial machinery — UAH 6.2 billion, and the food industry — UAH 5.5 billion.
Second, the statepolicy under the “Made in Ukraine” brand, which covers industrial parks, grants, localization in public procurement, and affordable lending, has created favorable conditions for the development of processing enterprises. Economy Minister Oleksiy Sobolev emphasized that such support not only increases budget revenues but also stimulates GDP growth, which, according to preliminary estimates, grew by 2.2%.
The role of public policy
The state is currently implementing 15 support programs — from localization in public procurement and grants for processing enterprises to industrial parks, preferential lending, and investment incentives.
Approximately UAH 37 billion has been allocated for the continuation of the “Made in Ukraine” policy in 2026. In addition to the existing instruments, new mechanisms will be introduced on January 1, including the expansion of “Own Business” microgrants, insurance against military risks, and support for Ukrainian companies’ participation in international exhibitions.
Against this backdrop, the government reminds us that, according to preliminary estimates, Ukraine’s real GDP grew by 2.2% in 2025.
