Farmers will be reimbursed for up to 100% of the costs of clearing agricultural land of mines: how to apply

On April 9, Ukraine launched the “Humanitarian Demining” budget program, aimed at clearing agricultural land of explosive ordnance.

The launch was announced by the Center for Humanitarian Demining, according to "Komersant Ukrainian".

The program provides for state funding of demining operations to restore war-contaminated land to agricultural use.

What funding is provided

This year’s state budget allocates 2 billion hryvnias for the program’s implementation.

The funding is allocated as follows:

  • 100% coverage of costs — for the demining of agricultural land;
  • 80% compensation — for plots that were demined between February 24, 2022, and April 15, 2024.

Who can apply

The following may apply:

  • farmers;
  • individual farmers;
  • business entities where 100% of the shares are owned by the state.

Applications are submitted through the State Agricultural Register.

At the same time, the land must be contaminated or potentially contaminated with explosive objects.

What are the requirements for applicants?

To receive compensation, applicants must meet several conditions:

  • not be subject to sanctions imposed by the National Security and Defense Council of Ukraine;
  • have no tax debt;
  • not be subject to European Union sanctions;
  • not have citizens of the aggressor state among their beneficiaries;
  • not be in the process of bankruptcy or liquidation;
  • not be affiliated with the demining operator that will perform the work.

In addition, confirmation of the site’s contamination must be obtained from
the Mine Action Center.

What has changed this year

The government has simplified the conditions for participating in the program.

Previously, participants had to open escrow accounts at banks to pay for the work. Now, these financial procedures will be handled by the Humanitarian Demining Center.

This should make the program faster and more accessible for farmers.

How much land has already been returned to use

According to government data:

  • more than 15,000 hectares of agricultural land have been cleared under the program;
  • a total of 40,700 square kilometers of territory has been returned to use since the start of the full-scale war.

This was reported by Prime Minister Yulia Svyrydenko.

Since the start of Russia’s full-scale invasion of Ukraine, significant areas of the country remain potentially mined.

According to government estimates, over 100,000 square kilometers of Ukrainian territory may be dangerous due to mines and other explosive devices, posing a serious problem for agricultural production and public safety.
