The total amount transferred by those involved in the National Anti-Corruption Bureau’s investigations to the UNITED24 charity fund was UAH 2 billion 379 million. The NABU said in its response to the request

“…we inform you that during 2022-2023, in connection with pre-trial investigations, the National Bureau of Investigation ensured the transfer and transfer of property and funds totalling about UAH 2 billion 379 million for the needs of the Armed Forces of Ukraine,”

– the NABU letter reads.

At the same time, the Bureau refused to answer where exactly and for what purposes these funds were used, who disposed of them, or whether they were reported to the NABU:

“…we draw attention to the fact that the current legislation does not impose on the National Bureau the obligation to collect and systematise information on: the distribution of funds transferred by participants in criminal proceedings for the needs of the Armed Forces of Ukraine by type of fund and area of activity; the areas of use of funds by the relevant funds; sending inquiries about the activities of the funds and the results of their consideration. Also, the current legislation does not provide for such a function of the National Bureau as exercising state supervision (control) over the economic activities of the funds you mentioned.”

The National Anti-Corruption Bureau frequently reports that those involved in its investigations transfer funds to the UNITED24 charity fund. Such transfers usually take place as part of a plea bargain, where the suspect receives a reduced sentence in return.

UNITED24 is a global fundraising initiative to support Ukraine launched in May 2022. It allows donations for a specific area: defence, humanitarian demining, medical aid, rebuilding Ukraine, education and science. To date, the platform has raised over USD 694 million. More than half of that, $293 million, has been donated to defence.
