The State Property Fund sold Ukrbud for 805 million: who became the new owner

The State Property Fund of Ukraine has completed one of the most notable deals of the year – the privatization of Ukrbud, the state-owned construction company. The new owner of the company is Techno-Online LLC, which signed a purchase and sale agreement 3.5 months after the auction. This was reported by the press service of the Prozorro.Sale system, "Komersant Ukrainian" reports
The transaction value is UAH 805 million. This is the amount offered at an electronic auction held on June 18, 2025.
How the privatization took place
There were 5 bidders in the auction, which led to an increase in the value of the lot from the starting price of UAH 262,646,000 to the final price of UAH 805,001,000.
According to the SPFU, the winner of the auction was initially Petro Oil & Chemicals, a company owned by Georgian businessman David Bezhuashvili, with a bid of UAH 805 million. However, on June 30, it was disqualified because of its ties to sanctioned persons. After that, the right to privatize was transferred to Techno-Online LLC, which offered UAH 1 less.
What is known about Techno-Online?
Techno-Online was registered in 2007 in Sumy.
Its main activity is the wholesale trade in hardware, plumbing and heating equipment.

The agreement was signed on October 2, after Yevhen and Vasyl Astion, as well as Marina Ayab, became the beneficiaries of Techno-Online. According to LIGA360, each of the brothers owns 33% of the company, and another 34% is held by Ayab.
Terms of sale
According to the terms of privatization, the new owner is obliged to:
- maintain the company’s core business activities;
- pay off wage and budget debts within six months
- not to dismiss employees;
- pay dividends to the state for 2024-2025.
What is included in Ukrbud?
The sold property includes:
- 88 buildings, structures and non-residential premises;
- 17 land plots;
- 19 properties with a total area of over 27 thousand square meters in Kyiv
- properties in Lviv, Kharkiv, Odesa and Dnipro.
Some of the lots consist of complexes of buildings, which increases the investment attractiveness of the asset.
Ukrbud specializes in the design of industrial and civil facilities, construction and installation works, as well as training and retraining of workers.
It has 10 subsidiaries, including design institutes and training centers. The sale of the asset could ensure further development of training for the construction industry.
It is worth noting that the state-owned company Ukrbud is not part of the corporation of the same name and is not affiliated with Maxim Mykytas’ Ukrbud Development.
Former member of the Verkhovna Rada Maksym Mykytas was the president of Ukrbud in 2010-2016. He built his own private construction business using the brand of the state-owned company.
At the same time, the Ukrbud Construction Company, which was transferred for privatization, was mainly engaged in industrial construction.
In recent years, Ukrbud has been in a mothballed state and has hardly carried out any construction activities, limiting itself to leasing real estate.
