Ukraine’s Prosecutor General Andriy Kostin is to be dismissed from his post and appointed as an ambassador of a European country. This was reported by MP Oleksiy Honcharenko. However, according to members of the pro-government faction, this is most likely a rumour. Despite the fact that Oleksiy Honcharenko has already named Andriy Kostin as a possible new position for the Prosecutor General of Ukraine – he says he is to be appointed ambassador to the Netherlands – the Servant of the People faction has not confirmed the information.

Is it time to replace the Prosecutor General?

Former Deputy Prosecutor General Mykola Holomsha commented on the possible resignation of Prosecutor General Kostin in an exclusive commentary for . He stressed that stability in the work of law enforcement agencies is key to achieving results, and that constant changes in leadership do not contribute to efficiency.

“Stability is the key to success. Of course, there is a need for reforms and improvements, but the constant change of prosecutors does not add to efficiency. To become a true professional in this area, you need not only knowledge of law, but also an understanding of the specifics of prosecutorial work. And not every legal expert will be effective as a prosecutor,” said Mykola Holomsha

The former Deputy Prosecutor General also emphasised that the head of the prosecutor’s office plays a central role in determining the strategy and priorities of the body.

“This is a centralised structure, and the head determines where to go next. If a person has no experience or is not independent in their decisions, they will constantly look back to external guidance, which is not conducive to effective work. This, in turn, gives rise to corruption risks not only in the prosecutor’s office, but in the entire law enforcement system,” Mykola Holomsha

According to Golomsha, professionalism and experience in prosecutorial activity cannot be replaced by short-term reforms or simple staff changes. Therefore, professionalism and stability in the field of law enforcement, especially in the context of the current challenges faced by Ukraine, is extremely important.
