Voice assistant will help Ukrainians establish communication with government officials

Over five years, Ukraine has risen from 102nd to 5th place in the UN Online Service Index, a digital ranking that measures the progress of digital nations. This was stated in an interview with the Rada TV channel by Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, "Komersant Ukrainian" reports.

And these are not all breakthrough successes. There are plans to create a voice assistant through which citizens will be able to communicate with civil servants.

According to the minister, Ukraine is now third in Europe in certain categories, such as open data, and first in the world in terms of citizen engagement in the use of digital technologies.

According to Fedorov, the fact that in 2024 Diia was included in the TIME Best Inventions list and the online marriage service was included in the TIME Best Inventions list is evidence that Ukraine’s success in digitalization has been recognized by the whole world.

In fact, Diia continues to be among the most popular apps among Ukrainians. In 2024, Diia was ranked between Facebook and ChatGPT.

The Ministry of Digital Transformation has a lot to report

The fact that Ukraine ranked fifth among 193 countries in the Online Service Index, having risen 97 positions since 2018, is no reason for complacency. The Ministry of Digital Transformation is actively working to improve digital literacy. For example, more than 57 new educational products are available on the Diia.Osvita platform. In addition, Diia.Osvita won a bronze Effie Award for its cyber hygiene awareness campaign.

The Diia mobile app already has 21.8 million users. There are already 28 documents and more than 30 services available there. More than 130 more services are available on the Diia portal.

The Brave1 defense cluster, which is patronized by the Ministry, has united more than 3,200 technological developments: drones, ground robots, electronic warfare equipment and communication systems. Of these, more than 230 developments meet NATO standards. For the first time, grants were issued to missile developers, and more than UAH 1.3 billion was allocated to support innovators.

Diia.Biznes relaunched the portal with new sections that have already been used by 300,000 people. The amount of signed export contracts after participation in international trade events amounted to UAH 426.5 million, and the amount of grants issued/raised from the network of Diia.Business centers amounted to UAH 123.4 million. Diia.City is also showing results: more than 1,450 companies and 94,000 specialists already work here. And together with the Lviv IT Cluster, we launched the CodeUA platform for finding clients abroad.

A little more about the plans for this year

Mykhailo Fedorov said that in 2025, the Ministry of Digital Transformation will continue to develop the digital ecosystem, focusing, among other things, on accelerating the digital transformation of ministries and government agencies.

“We are working on creating a voice assistant through which citizens will be able to leave feedback on various situations they face at the level of public services,” the minister said.

According to him, this technology, which is being developed on the basis of artificial intelligence, will allow categorizing the problem voiced in relation to the policy being formed by a particular agency. The official responsible for the area will receive push notifications through the Diia.Office app and will respond to the problem.

“It would be ideal to make a rating of these government agencies based on such feedback from citizens,” the minister said.

The Ministry of Digital Transformation has also begun preparations for the launch of 5G: the first tests are scheduled for Lviv in the summer of 2025. Cooperation with Google.org has also been launched to implement an AI track for personal tutoring. This is an educational trend based on a direct meeting between a student and a teacher. In addition, the opening of AI Center of Excellence, an international hub for the implementation of AI in the public sector, is being prepared.
