Head of KCIA on the main challenges of the capital: housing, shelter and conflict with the mayor’s office

The head of the Kyiv City Military Administration (KCMA), Tymur Tkachenko, said that the capital is currently facing not only the problem of restoring damaged buildings after Russian shelling, but also the question of where people should live while their apartments are being repaired. He said this in an interview with mind.ua, "Komersant Ukrainian" reports.
Resumption of residential development
According to Tkachenko, out of more than 2,200 damaged high-rise buildings in Kyiv, 88 buildings have suffered serious damage. As of August 2025, only 25 buildings have been repaired, and work is ongoing on seven more. Shevchenkivskyi, Sviatoshynskyi, and Solomianskyi districts were the most affected.
The city has allocated funds for the restoration, but the process was slowed down by bureaucracy, lack of specialists, and improperly executed documents. Now, according to the head of the KCSA, “the process has begun” thanks to the simplification of procedures with the Ministry of Regional Development and Deputy Prime Minister Oleksiy Kuleba.
The problem of temporary housing
Tkachenko emphasized that the problem of relocating people for the duration of repairs is equally important. There are city programs in place in the capital:
- a one-time compensation of UAH 10 thousand,
- uAH 40,000 in one-time rental payments and UAH 20,000 monthly payments for those whose homes were destroyed.
However, the programs are working slowly, and the city has not yet created a maneuverable housing stock. As a result, after the next shelling, officials “manually” negotiate with hotels and hostels.
Use of seized property
KMVA, together with the ARMA, is launching a pilot project to transfer seized apartments to IDPs and vulnerable populations. So far, 10 housing objects have been selected. Tkachenko also suggests using seized hotels to accommodate people.
Problems with shelters
There are more than 4,000 shelters in Kyiv, and formally they can protect up to 92% of the population. But in some districts (in particular, Desnianskyi), there is a lack of them – shelters cover only 40% of residents.
Mr. Tkachenko emphasized that there is still no strategy for the development of the shelter network in the capital. There are plans to build large shelters in schools and kindergartens. For example, a 2,400-square-meter shelter is being built in Sviatoshynskyi district at a cost of UAH 202 million.
Curfews and passes
According to Tkachenko, it is not yet possible to reduce the curfew, as the military considers the restrictions necessary. At the same time, the KCIA is preparing to launch an electronic pass system in Kyiv Digital to reduce corruption in the issuance of passes.
Conflict with the mayor’s office
The head of the KCSA again criticized the team of Mayor Vitali Klitschko. He stated that there is a “dual system of governance” in the capital, which leads to chaos:
“Not a single penny is spent in Kyiv without the permission of the mayor.”
Among other things, Tkachenko mentioned criminal proceedings for corruption in construction and infrastructure projects, as well as bureaucratic blocking of KMCA decisions.
