Granite for UAH 40: the director of a quarry in Vinnytsia region “mastered” UAH 27 million worth of products

The former head of a mining company in Vinnytsia region is suspected of tax evasion worth UAH 27 million. The Bureau of Economic Security notified the man of the suspicion, "Komersant Ukrainian" reports.

The case

The investigation found that the company, which had a special permit for the extraction of minerals, was engaged in the extraction of granite at a deposit in Vinnytsia region. According to the protocol of the State Commission of Ukraine for Mineral Resources of 2017, the company was to produce standardized commercial products from the extracted granite – rubble stone and crushed stone.

The scheme of the violation

During 2020-2024, the company’s director allegedly sold products to a related company at artificially low prices:

  • a ton of products cost only UAH 40-90;
  • the total volume of products sold amounted to 7.5 million cubic meters;
  • rent was paid on the basis of the lower prices.

The related company subsequently resold crushed stone and rubble to construction companies at market prices, which allowed it to avoid fair payment of rent for subsoil use.

In total, the losses to the state amounted to UAH 27 million, according to the BES.

Legal consequences

The former director was served a notice of suspicion under Part 3 of Article 212 of the Criminal Code of Ukraine (intentional tax evasion committed by an official of an enterprise on a particularly large scale).

Prosecutors of the Specialized Environmental Prosecutor’s Office of the Prosecutor General’s Office are providing procedural supervision in the case.
