Grants for internally displaced persons: how to get help for your own business

In Ukraine, some internally displaced persons can receive grants to start and develop a business. This is reported by "Komersant Ukrainian" with reference to the press center of the State Employment Service.
What is a microgrant and who can receive it
A microgrant is a non-refundable state financial assistance that can be used to start or develop your own business.
An application can be submitted by:
- citizens of Ukraine;
- individual entrepreneurs (IEs);
- legal entities whose ultimate owners are citizens of Ukraine.
How is the grant repaid?
In the form of taxes paid for newly hired employees, for yourself as a sole proprietor, and from profits from business activities.
What is the amount of the grant in 2025-2026?
The minimum amount is UAH 50,000.
Further – depending on the creation of jobs:
- up to UAH 75,000 (starting from 2026 – up to UAH 100,000) – without mandatory employment of employees;
- up to UAH 150,000 (from 2026 – up to UAH 200,000) – if at least 1 job is created;
- up to UAH 250,000 (from 2026 – up to UAH 350,000) – if at least 2 new jobs are created.
For young people aged 18-25 – up to UAH 150,000 (from 2026 – up to UAH 200,000) even without creating jobs.
For businesses in the creative industries or private education – grants from UAH 100,000 to UAH 1 million, depending on the number of jobs created.
For entrepreneurs in the frontline regions, the amount is increased to UAH 500,000.
Veteran grants
Veterans, people with war-related disabilities and their families can also receive support:
- up to UAH 250,000 for individual entrepreneurs or family members of veterans who create 1 job;
- 250,000-500,000 UAH – if 2 jobs are created;
- uAH 500,000-1,000,000 – if 4 jobs are created.
To receive the largest grant amount, you must be a sole proprietor for at least a year and provide 30% of your own contribution to the project (the rest is provided by the state).
How to get a grant: step-by-step instructions
Prepare an application and business plan. A sample and explanations are available on the Employment Service website.
Submit documents through the Diia portal.
Pass a business reputation check at one of the partner banks: Oschadbank or Sens Bank.
Have an interview at the regional employment center.
Receive a decision on the grant within 15 business days.
After a positive decision: register a sole proprietorship or legal entity, sign an agreement with a bank and open an account.
Receive funds and implement your business plan.
What you can spend the grant funds on
A microgrant or veteran grant can be used for
- purchase of equipment and tools
- renting premises
- purchase of raw materials or supplies;
- marketing, advertising, branding;
- staff training.

You can get a free consultation at:
- employment centers;
- “Made in Ukraine” offices;
- online via Facebook or Instagram;
- at the 1518 contact center.
All consultations are free of charge. Do not use the services of companies that “guarantee a grant” for payment. The decision is made only on the basis of your business plan and interview.
How many IDPs have already used grants?
Over the course of the program, i.e. over the past three years, almost 3,000 internally displaced persons have received grants, including 259 veterans and combatants.
