Guterres silently smiled when Putin called the war a “family quarrel”

During one of the discussions at the BRICS summit in Kazan, United Nations Secretary-General Antonio Guterres calmly and with a slight smile listened to another speech by Vladimir Putin, in which he called Russia’s military aggression against Ukraine “family troubles”.
“Mr Secretary General said that we should all live as one big family. Dear Mr Secretary General! We do live like that. Unfortunately, families often have quarrels, scandals, division of property, and sometimes it comes to a fight,” Putin said,
– putin said, adding that the BRICS aims to create the necessary mechanisms of interaction and a favourable atmosphere “in a common home”. In addition, Putin relies on the United Nations in this endeavour.
“This is what we are doing, and we will continue to do it, including in close coordination with the United Nations.”

As a reminder, on 17 March 2023, the International Criminal Court in The Hague (ICC) issued an arrest warrant for Vladimir Putin. This court is not part of the UN system, but it is a fully official and recognised international instrument.
Therefore, the UN has a whole guide on how United Nations officials should deal with people wanted by the ICC.

In particular, it states that the general rule is that there should be no meetings between United Nations officials and persons subject to an arrest warrant issued by the ICC. UN officials should avoid any event where such persons may be present. Only if such contacts are “absolutely necessary” may a UN official attend such an event, provided that he or she will be there to communicate with other people not wanted by the ICC.
Obviously, this meeting was not absolutely necessary, and the video clearly shows that Putin and Guterres communicated directly at the meeting.
Thus, António Guterres violated even the rules and instructions that the UN had written for itself.
As reported by previously reported, namely on 2 September, Mongolia, which is a signatory to the Rome Statute and therefore has to comply with the ICC’s decisions, did not arrest Putin during his visit to the country.
