“eCheck” for trucks: what new border crossing rules are being introduced in Ukraine

Ukraine is changing the rules of operation of the electronic queue for freight transport “eChezha”. The Ministry of Communities and Territories Development has announced the phased launch of the updated system. The new rules, enshrined in Order No. 1028 of June 20, 2025, will come into effect on November 24, "Komersant Ukrainian" reports
The goal of the reform is to make queues more predictable, reduce chaos, and eliminate cases of abuse when carriers “book” places in the queue without any real intention of crossing the border.
What is the problem?
“eChezhda” was supposed to reduce queues at checkpoints, but the system is often overloaded. A significant number of drivers create “backup” entries or do not arrive at the designated time. This leads to:
- artificial increase in queues;
- disruptions in the crossing schedule;
- inability to accurately predict the time of border crossing.
In October alone, more than 25,000 cancellations were recorded, with most users creating new entries again.
What is changing in the work of “eCheck”
1. Limit on the number of entries
Only one queue extension per truck is allowed within 60 days.
As before, the carrier can choose the extension interval:
- 4 hours
- 6 hours
- 8 hours
- 10 hours
This will avoid the endless time postponements that used to disrupt the schedule at the border.
2. Introduction of liability for violation of the rules
If the system detects repeated violations, a particular truck will be blocked from creating a new queue for 14 days.
This is the first systemic restriction aimed at disciplining market participants.
What violations result in a 14-day ban
The block is applied to a vehicle if:
- twice in a row, the queue in the status of “for entry to the checkpoint” has been canceled;
- the truck has not arrived at the checkpoint twice in a row;
- the queue has been canceled twice within 30 days.
In fact, we are talking about situations where a vehicle does not use a booked spot, despite the fact that other carriers are waiting for it.
The problem is becoming widespread: in October alone, the system recorded more than 25,000 cancellations, of which about 22,000 were made by users themselves.
Many of these drivers immediately created new entries, again overloading the queue.

What problem do the new rules solve?
According to the Ministry of Development, the following actions of carriers are now systematically recorded
- registration “just in case” without plans to leave;
- multiple extensions of the arrival time;
- cancellation of the entry already in the status of “entry to the EECP”;
- failure to arrive at the checkpoint at all.
These violations result in:
- artificial increase in queues;
- sharp fluctuations in the speed of the queue (especially on weekends);
- delays for all participants;
- deterioration of conditions for bona fide carriers trying to comply with the rules.
The updated rules create clear discipline mechanisms that should ensure traffic stability and equal conditions for Ukrainian and foreign transport companies.
What does this mean for carriers?
You need to plan your trip and registration in eCheck more carefully.
You should not create an entry “just in case” – now it can lead to blocking.
In case of unforeseen situations, you can extend the queue only once.
Discipline and planning will be key.
Today, on November 21, the Ministry of Community and Territorial Development will hold a separate meeting with carriers to explain the updated rules of eCheck in detail.
The system has already proved its effectiveness: since its launch, more than 2.5 million border crossings have been made with its help. The government expects the new rules to make queues more manageable and predictable.
